The Council of Europe Commissioner for Human Rights has issued his Chair’s Notes following a consultation with experts on AI and human rights. The report provides a new governance roadmap and warns that a lack of human-centric design poses a high risk to democracies and human rights.

The consultation, held on 27-28 May 2025, identified several urgent threats posed by AI. These include the erosion of human dignity and autonomy through “data cages” enabling in-depth profiling, the dangers of “agentic” AI in security contexts; and the long-term risk of exacerbated social isolation though companion chatbots. Furthermore, the report warns that large language models (LLMs) are amplifying “careless speech”, which is subtly inaccurate information that degrades the entire informational ecosystem.

"Our current regulatory framework, anchored by the Council of Europe's Convention on Artificial Intelligence and the EU's AI Act, is robust. The immediate challenge, however, is driving effective implementation”, said Commissioner O’Flaherty. "The conclusions of this high-level consultation provide a clear mandate for action, insisting on human responsibility and oversight over AI systems."

Other key conclusions call for immediate efforts to promote digital literacy to counter manipulation and to establish clear liability frameworks for general-purpose AI technology.
