The Annual Report on the observance of human rights and fundamental freedoms in the Republic of Moldova in 2025, presented by the Ombudsman, was reviewed by the Parliamentary Committee on Human Rights and Interethnic Relations. During the meeting, the main findings and recommendations put forward by the Ombudsman, as well as the measures undertaken by the authorities to improve the protection of human rights in the Republic of Moldova, were examined.

Dialogue Between the Ombudspersons and the Penitentiary System Leadership on the Protection of Prisoners’ Rights
The situation at Penitentiary No. 3-Leova, the protection of juveniles in detention, combating criminal subculture, prisoners’ nutrition, and the working conditions of penitentiary staff were among the topics discussed during a joint meeting between the Ombudspersons, members of the Council for the Prevention of Torture, and the National Administration of Penitentiaries. In the context of the Leova case, the Ombudspersons initiated an own-motion investigation and are monitoring the measures undertaken by the authorities. They also reiterated the need to implement previous recommendations aimed at improving detention conditions and strengthening respect for human rights within the penitentiary system.

Ombudsman’s Visit to Călărași: Challenges in Justice, Social Assistance and the Protection of Vulnerable Persons in the Focus of Local Authorities
During a documentation visit to Călărași district, Ombudsman Ceslav Panico discussed with representatives of local institutions issues related to staff shortages, domestic violence, the protection of persons with psychosocial disabilities, and the impact of the administrative-territorial reform on access to public services. The recent GRECO report reflects the findings and assessments of the People’s Advocate Office (PAO) in the areas of access to information of public interest and whistleblower protection. Through its independent contributions based on monitoring, complaint examination, and documentation of systemic shortcomings, the PAO contributed to assessing the level of implementation of European anti-corruption standards in the Republic of Moldova.
