As with previous reports, this report examines shortcomings, deficiencies and distortions in existing legislation, secondary legislation and administrative procedures and practices. It registers the policy areas in which progress has been made towards bringing the national framework into line with the requirements of the Convention, identifies delays and/or ineffective provisions, formulates – and frequently reiterates – proposals for the effective transposition of the Convention’s provisions into regulatory measures; it highlights proposals by the Authority that have been accepted and have shaped specific legislative measures, assesses the effective implementation of policies, and highlights the degree of preparedness and responsiveness of the Administrative mechanism.
