The present report is the fifth of its kind since the assignment to the Ombudsman of the special mandate for the external, independent monitoring of the implementation of the UN Convention on the Rights of Persons with Disabilities. This report, as well as the preceding ones, examines deficiencies, shortcomings and distortions at the level of existing primary and secondary legislation and administrative functioning and practice. It also records the policy areas where progress has been made towards the alignment of the national framework with the requirements of the Convention, identifies delays and/or ineffective regulations, puts forward and often reintroduces recommendations for the substantial transformation of the provisions of the Convention into regulations, compiles legislative proposals of the Authority that were accepted and led to the formation of specific statutory interventions, evaluates the effective implementation of policies and highlights the degree of readiness and response of the administrative mechanism. At the same time, the Ombudsman, in line with his institutional role and his special mandate as a framework for the promotion of the Convention, develops actions to promote the Convention in both the public and private sector
