The Commissioner applied to the Constitutional Court for a ruling on statement of inconstitutionality of regulations of the Executive Penal Code to the extent to which it does not provide issuing formal decisions concerning personal control of a convict. The officer of Prison Service decides on subjecting a prisoner to personal control and the prisoner has no possibility to have this decision verified by the penitentiary court.
