The amendment to the civil service act passed on 10 December 2015 resulted in serious changes in the government administration operation model. The Commissioner for Human Rights referred it to the Constitutional Tribunal, questioning mainly the removal of provisions which used to regulate the access to higher positions in the civil service through an open and competitive recruitment.
