The HRC and the Parliamentary Ombudsman have created a self-assessment tool to support service providers and producers offering special care for persons with intellectual disabilities to strengthen clients' right to self-determination. 

The purpose of the self-assessment tool is to ensure that service providers and producers offering special care recognise development targets related to their own activities and adopt operating methods that strengthen and support clients' right to self-determination. 

The tool contains examples of case law and opinions of the overseers of legality on how self-determination must be understood and what kind of measures service providers are required to take to strengthen it.
