Leeds City Council has been criticised for significant delays in making decisions about support for children with special educational needs. An investigation by the Local Government and Social Care Ombudsman found delays by the Council in nearly eight out of 10 Education, Health and Care (EHC) Plans even after specialist advice had been obtained.

The Ombudsman was asked to investigate a father’s complaint after the council took 72 weeks to produce his child’s EHC Plan – the document which sets out in law what additional support children must receive. Statutory guidance says it should take no more than 20 weeks.

During the period investigated by the Ombudsman, the council revealed it had issued 791 EHC Plans. The majority of those (614 or 78%) were issued more than 30 weeks after an educational psychologist’s advice was provided.

Julie Odams, Local Government and Social Care Ombudsman Chief Executive, said:

“We have previously raised the issue of how a national shortage of educational psychologists is adding to the delays many families face when councils are creating EHC Plans for their children and young adults.

“However, in Leeds we have found significant delays after this specialist advice has been received – with EHC Plans routinely taking a further seven months to finalise.

“These significant delays are clearly having a major impact on hundreds of families across the city.

“I hope the action plan the council has now agreed to put in place will allow it to get a firm grip on its systems for supporting children, young people and their families.”

The Local Government and Social Care Ombudsman remedies injustice and shares learning from investigations to help improve local government and adult social care services. In this case the council has agreed to apologise to the father who brought the complaint to the Ombudsman. It will also pay him £1,000 to reflect the frustration and uncertainty caused by the delay.

The Ombudsman has the power to make recommendations to improve processes for the wider public. In this case the council has agreed to highlight current timescales on relevant webpages, so parents and carers are aware of potential delays.

It will also provide an action plan showing how it will improve its timeliness in issuing EHC Plans and improve its communication with families who are waiting for their plans.

The Special Social Welfare Institution (SVZ) Hrastovec held a ceremony to open new secure units on Wednesday, 24 September. Forty-eight residents from the castle building will move into the modernly furnished living facilities by the end of the year. Deputy Ombudsman Ivan Šelih, who is also the interim head of the Ombudsman institution and the head of the NPM, pointed out at the ceremony that the residents' relocation is a long-awaited and welcome move towards respecting the rights of the residents of the SVZ Hrastovec.

The Ombudsman, in his role as the National Preventive Mechanism (NPM), regularly visits psychiatric hospitals and social welfare institutions, including Hrastovec. "In the past, the NPM found that the employees of the institution in the secure wards of the castle building, through hard work, managed to create conditions in which the residents were happy, despite the unsuitable, medieval building. However, since the castle building was never intended for residential purposes, the move to the renovated premises was necessary and therefore the Ombudsman supports it," said Šelih. He also stressed that the move also follows the requirements of the Mental Health Act (ZDZdr), which states that every person has the right to protection in a social and residential environment that is as least restrictive as possible, taking into account their health status and the safety of others.

Deputy Ombudsman Šelih also announced that the Ombudsman will continue to monitor the conditions in the new wards in accordance with his mission and legal obligation, with the aim of ensuring that the living conditions and care for residents are as good as possible and to avoid any inappropriate behaviour.

The renovation project, supported by the Ministry for Solidarity-Based Future, involved the renovation of a space of more than 1,600 m². A great deal construction and technical work was carried out, including laying new flooring, updating the lighting, sanitary equipment, and emergency call system, installing video surveillance, arranging a secure courtyard, and more. In total, the institution acquired four secure units with 12 beds each, which means 48 new places. In addition, the unit in Lenart provides 40 beds for people with cognitive decline, so that SVZ Hrastovec now has a total of 88 beds in secure units.

El Defensor del Pueblo, Ángel Gabilondo, ha participado este jueves en el acto de entrega de condecoraciones de la Administración Penitenciaria, que se ha celebrado en la prisión de Segovia, con motivo de la festividad de la Merced, patrona de Instituciones Penitenciarias.

La ceremonia ha estado presidida por el ministro del Interior, Fernando Grande-Marlaska, y también ha contado con la presencia, entre otros, del secretario de general de Instituciones Penitenciarias, Ángel Luis Ortiz; del director general de Ejecución Penal y Reinserción Social de Instituciones Penitenciarias, Miguel Ángel Vicente; de la subdelegada del Gobierno en Segovia, María Ángeles Rueda, y de la directora del centro penitenciario, Esther García.

Durante el acto se han entregado las medallas que reconocen el trabajo de los profesionales y de las personas externas que contribuyen al buen funcionamiento de la Administración penitenciaria.

En esta edición, se han entregado 21 condecoraciones: tres menciones honoríficas por 25 años de servicio; cuatro menciones honoríficas; una medalla de Bronce Penitenciario; dos medallas de Bronce al Mérito Penitenciario; cinco medallas de Plata Penitenciaria; tres medallas de Plata al Mérito Social Penitenciario; tres medallas de Oro Penitenciaria, y una medalla de Oro al Mérito Social Penitenciario.

Am morgigen Mittwoch (24. September 2025) wird der Petitionsausschuss eine öffentliche Beratung zum Tod der Kegelrobben an der Ostküste Rügens durchführen. 

Der BUND hatte im Dezember 2024 eine Petition überreicht, um zu erreichen, dass der Tod der im Oktober bei Mönchsgut aufgefundenen 38 toten Kegelrobben aufgeklärt wird und flächendeckende Schutzmaßnahmen ergriffen werden. 

An der Beratung nehmen die Petenten sowie das Landwirtschaftsministerium, das Landesamt für Landwirtschaft, Lebensmittelsicherheit und Fischerei und der Landesverband der Binnenfischer e.V. teil. 

Die Sitzung beginnt um 9 Uhr im Demmler-Saal des Schlosses Schwerin. Da die Petition öffentlich beraten wird, besteht die Möglichkeit, die Beratung vor Ort zu verfolgen. Interessenten melden sich am Besuchereingang am Stadtportal des Schlosses. Für den Besuch ist ein gültiger Personalausweis erforderlich.

Das Abgeordnetenhaus von Berlin ist am 8. und 9. November Gastgeber des World Liberty Congress. Zum Auftakt der Berlin Freedom Week treffen sich rund 200 Dissidenten aus über 50 autokratisch geführten Ländern der Welt, um über Freiheit, Demokratie und Menschenrechte zu diskutieren. Ziel des World Liberty Congress ist es, den Kampf für Freiheit in autokratischen Regimen zu unterstützen, internationale Solidarität zu fördern und eine gemeinsame Strategie für den Vormarsch der Demokratie zu entwickeln.
