„Inappropriate conditions for housing in the Reception Center (Shelter)-the barracks are ruined, some of them do not have entrance door, the windows are without glass, the roof is leaking, there is a dampness in the rooms and the accommodated persons sleep in improvised beds. There is insufficient food and improper storage of the same. The furniture of the premises where the food is prepared and served is old“.

Chancellor of Justice Indrek Teder has sent a proposal to Pärnu-Jaagupi Nursing Home that they stop locking the doors of patients’ rooms. The Chancellor of Justice emphasises that Pärnu-Jaagupi Nursing Home and other similar institutions have no legal grounds to lock people in their rooms.
