Der Grundrechtsschutz für Lesben, Schwule, Bisexuelle, trans* Personen und Intersexuelle (LGBTI-Personen) hat sich in vielen EU-Mitgliedstaaten kontinuierlich verbessert, wie die aktualisierte vergleichende rechtliche Analyse zum Rechtsschutz von LGBTI-Personen der Agentur der Europäischen Union für Grundrechte (FRA) offenbart. In einigen Ländern verlaufen die Fortschritte jedoch langsamer und insbesondere trans* Personen und Intersexuelle haben mit Schwierigkeiten zu kämpfen. Dies sowie die zwischen den EU-Mitgliedstaaten herrschenden Unterschiede beim Rechtsschutz für LGBTI-Personen verleihen der Notwendigkeit Nachdruck, die in diesem Bereich bestehenden Lücken zu schließen. Der von der Europäischen Kommission am 7. Dezember vorgelegte Maßnahmenkatalog zur Förderung der Gleichbehandlung von LGBTI-Personen (List of actions to advance LGBTI equality) unterstreicht ebenfalls die Notwendigkeit für einen verbesserten Grundrechtsschutz.

La protection des droits fondamentaux des personnes lesbiennes, gays, bisexuelles, trans et intersexuées (LGBTI) a connu une amélioration constante dans de nombreux États membres de l'UE, selon la dernière mise à jour juridique comparative de l'Agence des droits fondamentaux de l'Union européenne (FRA). Dans certains pays toutefois, les progrès sont plus lents. Les personnes trans et intersexuées, en particulier, rencontrent des difficultés. Ces problèmes, ainsi que les différences constatées entre les États membres de l'UE en matière de protection juridique, confirment la nécessité de combler les lacunes dans la protection juridique, failles qui ont également été signalées par la Commission européenne dans sa liste d'actions pour faire progresser l'égalité des personnes LGBTI, présentée le 7 décembre.

At a time when biometrics are increasingly being viewed as a potential solution to improving EU border management, around 4 out of 10 non-EU nationals at border crossing points said they were very comfortable with being fingerprinted, according to the results of a survey carried out by the EU Agency for Fundamental Rights (FRA). However, concerns over difficulties when there is wrong data, point to the need to ensure that such situations can be dealt with and that travellers are adequately informed about the use of biometrics, including what to do in case of errors.

FRA took part in a conference on the role of national human rights bodies in promoting equality and social inclusion, organised by the Council of Europe, the Finnish Human Rights Centre, and the Parliamentary Ombudsman of Finland on 10-11 December in Helsinki. The conference discussed ways in which national human rights bodies can work together to break boundaries and remove stereotypes to improve the enjoyment of fundamental rights for everyone in Europe.

At a meeting with MEPs in Brussels on 9 December, FRA presented preliminary findings of its research on social inclusion and migrant participation in society for the first time, as well as discussing the Agency’s recently published report on severe labour exploitation in the EU.
