Suite à une enquête d’un an, générée par trois plaintes distinctes, la Médiatrice européenne, Emily O'Reilly, a demandé que le comité d’éthique de la Commission réexamine la question de l’activité professionnelle de l’ancien président de la Commission, M. Barroso, au sein de la banque Goldman Sachs, afin d’en vérifier la compatibilité avec les obligations établies par le Traité en la matière.

M^me O'Reilly a formulé cette recommandation étant donné que l’évaluation initiale du comité d’éthique se basait sur l’engagement de M. Barroso à ne pas faire de lobbying auprès de la Commission. Ceci a été remis en question par une réunion qui s’est tenue entre M. Barroso et un vice-président de la Commission.

Cette réunion a été enregistrée comme réunion avec la banque Goldman Sachs et a donc été considérée comme une rencontre à des fins de lobbying. M. Barroso et le vice-président ont par la suite déclaré que la réunion était une entrevue privée et

After a year-long inquiry based on three separate complaints, the European Ombudsman, Emily O'Reilly, has asked that former Commission President Barroso’s employment with Goldman Sachs Bank be reassessed by its Ethics Committee in relation to its compatibility with the relevant Treaty obligations.

Ms O’Reilly made the Recommendation as the Ethics Committee’s initial assessment reflected a commitment from Mr Barroso that he would not lobby the Commission. This has now been put in doubt by a meeting, which took place between Mr Barroso and a Commission Vice-President.

The meeting was registered as a meeting with the Goldman Sachs Bank and therefore had the appearances of a meeting for the purposes of lobbying. Mr Barroso and the Vice President subsequently said that the meeting was a private and personal meeting.  

The Ombudsman has also asked that the Commission should consider requiring that its former President abstain from lobbying the Comm
