Der renommierte chinesische Jurist und Professor Xigen Wang besuchte am 17. Oktober die Volksanwaltschaft im Zuge seiner Teilnahme an einem derzeit in Wien stattfindenden China-Symposium.
Initiiert wurde der Besuch von Dr. Gerd Kaminski, Vizepräsident der Österreichisch-Chinesischen Gesellschaft und Leiter des Österreichischen Institutes für China- und Südostasienforschung, der gemeinsam mit einem weiteren Professor aus China, Xiaowei Gui, ebenfalls an dem Treffen teilnahm. Volksanwalt Dr. Günther Kräuter begrüßte die internationalen Gäste im VA.TRIUM, um anschließend die Aufgaben der Volksanwaltschaft und des Internationalen Ombudsman Institutes (IOI) zu präsentieren. Besonders die Zusammenarbeit mit den asiatischen Mitgliedern des IOI und die Forschungsschwerpunkte dieser Region wurden eingehend besprochen. Darüber hinaus wurden auch weiterführende Kooperationsmöglichkeiten erörtert und der Wunsch geäußert, sich in Zukunft verstärkt auszutauschen.

Tabling her investigation into the imprisonment of a woman found unfit to stand trial in the Victorian Parliament today, Ms Glass found the woman’s treatment breached Victoria’s human rights laws and international standards on the rights of people with disabilities. Ms Glass said: “we need to ask ourselves how a humane society can justify such treatment”.

Pistoia, 16 ottobre 2018 - Anche il difensore civico, dopo Forza Italia in consiglio regionale, interviene sul caso dell’89enne pistoiese costretto ad attendere fino al dicembre 2019 per un esame all’aorta. E lo fa scrivendo, oltre che alla stessa Regione, anche al direttore dell’azienda sanitaria Paolo Morello Marchese evidenziando che, in nessun caso, un tale termine di attesa è giustificabile. L’Asl si era infatti «difesa» sostenendo che la responsabilità doveva essere addebitata al medico di base del pensionato, che nella richiesta di esame non ne aveva indicato l’urgenza.
«Il paziente – era stato detto – aveva una prescrizione con richiesta di ecocolordoppler redatta dal medico di famiglia, che prevedeva un appuntamento ordinario al Cup, quindi con agende a scorrimento temporale e senza soluzione di continuità. Si può attivare anche il fast track – ha aggiunto l’Asl Toscana Centro – la modalità di prenotazione messa ormai a regime dall’azienda sanitaria che consente l’accesso veloce e senza tempo di attesa e la prestazione viene erogata nel tempo della domanda attraverso un numero verde riservato ai medici di famiglia».
Una serie di ragioni che il difensore civico Sandro Vannini non reputa, evidentemente, sufficienti a giustificare un’attesa di oltre un anno per un anziano in condizioni di salute critiche.
«In particolare – scrive infatti il responsabile dell’ufficio istituito per difendere i diritti dei cittadni di fronte alla burocrazia – ravviso una criticità generale nelle modalità di indicazione dei tempi di prenotazione: prevedere che un esame è eseguito un anno e tre mesi più tardi ha senso solo se siamo nell’ambito di uno screening programmato a distanza. E, se i tempi corrispondono a quelli effettivi – aggiunge Vannini – chiedo che azioni si siano intraprese per abbattere i tempi d’attesa e i motivi per i quali a fronte di tempi così alti non si sia proposto la prestazione in un altro ambito territoriale dell’Azienda centro».
Non è tutto. Citando l’articolo pubblicato dal nostro giornale, il difensore civica richiama la delibera 1038 del 2005 secondo la quale gli specialisti di riferimento sono tenuti a curare non solo la prescrizione su ricettario regionale, «ma anche – conclude dicendosi in attesa di conoscere quali azioni saranno adottate per risolvere la piaga delle code – la congruità dei tempi d’attesa rispetto alla periodicità suggerita»
