El PE apoya a autoridades locales en la lucha contra el impacto de la pandemia

Aparte de las actividades principales del Parlamento Europeo, el presidente Sassoli ha ofrecido apoyo de la institución ofreciendo comidas, alojamiento y un centro para hacer test.

Las medidas actuales de precaución para contener la expansión del virus no han afectado a la capacidad del Parlamento Europeo de continuar con sus funciones legislativas, presupuestarias y de control.

 

Aparte de sus actividades principales, el Parlamento Europeo ha contactado a las autoridades locales para ofrecer su apoyo para abordar las consecuencias socio-económicas de la crisis en sus tres sedes de trabajo. Como resultado, se ha llegado a acuerdos con estas autoridades para atender a demandas y necesidades específicas derivadas de las circunstancias actuales.

 

“Todos estamos implicados en esta emergencia que afecta a la vida de las personas. Esta crisis nos debe llevar a todos, incluidas las instituciones, a servir de ejemplo”, ha dicho el presidente del Parlamento Europeo, David Sassoli.

 

Bruselas

 

Gracias a sus servicios logísticos, el Parlamento Europeo lleva ofreciendo unas 7.000 comidas a la semana desde el 14 de abril que se distribuyen en colaboración con varias asociaciones benéficas: Resto du Coeur Saint Gilles, DoucheFLUX, Cruz Roja, Mother Teresa y CPAS Ixelles. El Parlamento también ha comenzado a entregar alimentos para el personal médico del hospital Saint Pierre.

 

Además, se ha ofrecido alojamiento en los edificios del PE a 100 mujeres en situación vulnerable. Samusocial, el servicio que ofrece ayuda de emergencia en Bruselas, lleva gestionando estas instalaciones completamente equipadas en el edificio Kohl desde el 29 de abril. El Parlamento también ofrece a estas mujeres un servicio de catering siete días a la semana en la cafetería respetando todas las medidas de precaución.

 

El Parlamento Europeo también ha puesto a disponibilidad de las autoridades su flota de vehículos para transportar suministros y entregar alimentos a los médicos y enfermeras.

 

Estrasburgo

 

El Parlamento coopera con la Cruz Roja local y la ciudad de Estrasburgo para ofrecer 500 comidas al día, siete días a la semana, a las personas necesitadas.

 

En coordinación con el departamento del Bajo Rin, el pasado 11 de mayo se abrió un centro de detección del COVID en el edificio Louis WEISS de Estrasburgo. En este centro se han instalado cuatro laboratorios de la región que realizan tests a la población en general y todas estas acciones se llevan a cabo bajo la supervisión de la Agencia Regional de Salud del Gran Este y el departamento del Bajo Rin. El Parlamento también ha puesto a su disposición su flota de vehículos para el transporte del suministro necesario.

 

Luxemburgo

 

El Parlamento colabora con las asociaciones locales Abrigado, Cáritas y Cruz Roja y ofrece 500 comidas al día durante siete días a la semana para las personas necesitadas. Las cabinas de interpretación separadas por cristales que se usan para misiones externas también se han puesto a disposición de un centro de salud en Bettembourg para permitir a los residentes ver a sus familiares después de largas semanas de confinamiento, sin riesgo de contagio.

EP supports local authorities fighting the effects of the pandemic

Besides Parliament’s core activities, President Sassoli has offered EP support to local authorities providing meals, shelter and a COVID-19 testing centre.

The current precautionary measures to contain the spread of COVID-19 have not affected the European Parliament’s capacity to ensure the legislative, budgetary and scrutiny functions of the Institution.

 

Besides its core activities, the European Parliament contacted the local authorities to offer its support in addressing the socio economic consequences of the crisis in its three main places of work. As result, different agreements with local authorities are in place to address specific requests and needs due to the current circumstances.

 

“We are all involved in an emergency which touches people’s lives. This crisis must push all of us, including the institutions, to set a good example” said European Parliament President David Sassoli.

 

Brussels

 

Thanks to its logistical services, the European Parliament provides about 7,000 meals per week, since 14 April, distributed in collaboration with various charitable associations: Resto du Coeur Saint Gilles, DoucheFLUX, the Red Cross, Mother Teresa and CPAS Ixelles. Parliament has also started to deliver meals for medical staff at Saint Pierre hospital.

 

In addition, 100 vulnerable women have been offered a shelter on EP Brussels premises. The Samusocial of the Brussels Region has been running the fully equipped installations in EP’s Kohl building since 29 April. The Parliament also provides the associated catering 7 days a week to them in a cafeteria reorganised to respect all precautionary measures.

 

The European Parliament has also made available part of its car and truck fleet for the transportation of supplies and delivering meals to nurses and doctors.

 

Strasbourg

 

Parliament cooperates with the local Croix Rouge in coordination with the city of Strasbourg and provides 500 meals/day, seven days a week for people in need.

 

In agreement with the Prefecture du Bas-Rhin, a screening centre of the COVID-19 opened in the EP in Strasbourg on 11 May in the Louise WEISS building. Four Medical diagnostic laboratories from the region are responsible for the tests of the general population and the actions are supervised by the Regional Health Agency of the Grand-Est (ARS) and the Prefecture du Bas-Rhin. The EP also offered also its car/truck fleet for the transportation of supplies if needed.

 

Luxembourg

 

The EP cooperates with local associations Abrigado, Caritas and Croix-Rouge and provides 500 meals/day, seven days a week for people in need. Interpretation booths (with glass windows) used for external missions have also been provided to a nursing home in Bettembourg to allow the residents to see their relatives, after long weeks of confinement, without the risk of contamination.

Ombudsman discusses the Government’s proposed legislative changes with the Venice Commission

During a conference-call meeting with the Venice Commission, the Parliamentary Ombudsman, Mr Anthony C. Mifsud, discussed the Government’s proposed legislative changes for the implementation of the recommendations made by the Venice Commission in December 2018.

The meeting focused on the legislative changes to the Ombudsman Act, proposed by Government in a letter sent to the Venice Commission by the Minister for Justice, Equality and Governance, the Hon. Edward Zammit Lewis on 13th May 2020.

The Ombudsman expressed the following:

i. Constitutional amendments

The Ombudsman welcomes the Governments’ proposal which recommends legal amendments whereby the provisions dealing with the appointment, removal and suspension of the Ombudsman will be included in the Constitution.

The Ombudsman has regularly and expressly suggested that in a redrafting of a new Constitution, the provisions regulating the Office of the Ombudsman and that of the Auditor General should be grouped together and placed in a separate title immediately after those regulating Parliament.  The Constitution should recognise their status as authorities answerable to Parliament, entrusted by it to verify that the actions of the Executive conform to legislation enacted by it and satisfy the requisites of the right to a good public administration.

ii. Parliamentary Debates on Final Opinions sent to Parliament

The Ombudsman notes that the recommendation made by Government is limited only to the discussion of the Annual Report which outlines a generic picture of the work conducted by the Ombudsman and the Commissioners during the year in review.  This falls short from the opinion made by the Venice Commission which recommended that Parliament should be obliged to debate reports addressed to it by the Ombudsman

When the Ombudsman’s recommendations for the award of appropriate redress are left pending or else are not accepted, from time to time, the Ombudsman and the Commissioners send copies of the reports and recommendations to the House of Representatives.

The Ombudsman has time and time again insisted that it should be the House of Representatives that should finally determine whether the opinion of the Ombudsman and the Commissioners, who are its officers, and the recommendations made by them to rectify administrative injustice, merited to be further discussed to determine whether they were correct and should be sustained. 

He has therefore recommended that the Speaker should refer reports sent to him by the Ombudsman to the appropriate Standing Committee of the House and that such reference should be followed by a debate statutorily provided for in Standing Orders.

iii. Amendment to the Freedom of Information Act to guarantee transparency of the administration vis-à-vis the media and the citizens

One of the main concerns voiced by the Venice Commission in its Opinion relates to the availability of information that the Parliamentary Ombudsman and his Commissioners require from the public administration for the proper investigation of complaints.

In its proposals the Government made no reference to this issue.

The Office of the Ombudsman concurs with its statement in paragraph 100 that “the Freedom of Information Act should be updated using available international models to guarantee transparency of the administration vis-à-vis the media and the citizens”.

Even though information to the Office of the Ombudsman is generally forthcoming, the public administration including public authorities adopt a non-cooperative attitude when the subject matter of the complaint or the own initiative investigation does not conform with the government’s objectives or policies.  This is fundamentally wrong and unacceptable.
