Der NDR bezeichnet den Spendentag als großen Erfolg, zu dem viele Akteure beigetragen haben.

Der Bürgerbeauftragte Matthias Crone unterstützt die Benefizaktion des NDR seit Jahren. "Hand in Hand für Norddeutschland" widmet sich in diesem Jahr Menschen, die durch die Corona-Pandemie besonders in Not geraten sind. Alle Programme haben über Betroffene und ihre Schicksale berichtet sowie viele Projekte der Caritas und der Diakonie. 

Crone: „Besondere Not braucht besondere Hilfe – gerade in Corona-Zeiten. Das will ‚Hand in Hand‘ unterstützen. Es ist für mich Herzenssache, dabei mitzumachen.“

Ce lundi 14 décembre, George Pau-Langevin, adjointe à la Défenseure des droits chargée de la lutte contre les discriminations et de la promotion de l’égalité a participé à la conférence en ligne « L’IA au sein de l’Union Européenne :  Protéger les droits fondamentaux à l’ère de l’intelligence artificielle », organisée par l’Agence des droits fondamentaux de l’Union européenne (FRA) et la Présidence Allemande du Conseil de l’Europe.

L’évènement s’est déroulé à l’occasion de la publication du rapport « Bien préparer l’avenir – Intelligence Artificielle et droits fondamentaux » de la FRA, qui s’appuie sur des études de cas concrets d’utilisations de l’IA et des technologies associées par les entreprises et les administrations publiques de l’UE. C’est sur la base de cette étude que des réflexions se sont engagées sur la manière dont les droits fondamentaux peuvent façonner le développement des lois et politiques européennes en matière d’intelligence artificielle notamment dans les prochaines propositions de loi de la Commission Européenne visant à encadrer une « IA de confiance » attendues au premier semestre 2021.

Madame George Pau-Langevin a participé au nom du réseau Equinet aux côtés de Sebastiano Toffaletti, Secrétaire Général de l’Alliance européenne des PME numériques, Sandra Wachter, professeure agrégée et chercheuse en éthique des données, intelligence artificielle, robotique et régulation de l’Internet à l’université d’Oxford et Fanny Hidvégi, responsable des affaires européennes de l’ONG Access Now, dans le cadre d’une table ronde portant sur l’utilisation de l’intelligence artificielle dans le secteur privé. Les enjeux liés aux applications d’IA dans le domaine de la santé ainsi que la problématique des publicités ciblées y ont été évoqués.

Ouvrant la table ronde, l’adjointe à la Défenseure des droits a introduit le sujet, s’appuyant sur des exemples concrets de discriminations induites par des technologies d’IA dans le secteur privé. Elle a par la suite insisté sur les défis à relever pour l’institution afin de lutter efficacement contre ces nouvelles formes de discrimination. Enfin, George Pau-Langevin a souligné la nécessité de poursuivre les collaborations engagées par le Défenseur des droits avec des acteurs tant nationaux qu’européens sur ces sujets, tant leur dimension pluridisciplinaire est importante.

L’intelligence artificielle est déjà présente dans de nombreux aspects de nos vies, et a progressivement pris une place importante au sein de l’agenda politique, notamment pour appuyer la lutte contre l’épidémie du Covid-19. Néanmoins, les technologies d’IA ne doivent pas se contenter de fonctionner pour le plus grand nombre. Elles doivent fonctionner pour tous. La participation de George Pau Langevin à cette conférence s’inscrit dans la continuité des travaux de l’institution, à l’instar des recommandations publiées en partenariat avec la CNIL en juin 2020, « Algorithmes : prévenir l’automatisation des discriminations », ou sa contribution à l’activité du réseau Equinet, qui regroupe les autorités européennes de promotion de l’égalité. Ce dernier publiait également cette année un rapport intitulé « Regulating for an Equal AI ».

The national, human and non-governmental sector as well as the international community have come together to share their thoughts on human rights at the national event - National Human Rights Forum, which has already become a tradition and marked the International Human Rights Day. At the opening ceremony Augustinas Normantas, the head of the national human rights institution, also greeted the participants with the International Human Rights Day and wished that respect for human rights would not be a declaration but a reality. 

"The Seimas Ombudsmen examine the applicants' complaints, the Seimas Ombudsmen’s Office is a national prevention institution and a national human rights institution. These mandates as a whole allow to strive for the observance of the principles of respect for human rights and freedoms and that the commitments undertaken by Lithuania in the field of human rights would not only be a declaration, but an integral part of every citizen's daily and quality life. To that end, the Seimas Ombudsmen have conducted several investigations into fundamental human rights violations in recent years,” noted the Seimas Ombudsman Augustinas Normantas.

When asked about the most significant investigations conducted by the Seimas Ombudsmen‘s Office, the Seimas Ombudsman Augustinas Normantas emphasized that one of the most significant investigations was the review process of decisions declaring persons incapacitated, which aimed to ensure that the rights of incapacitated persons were not disproportionately restricted. The Seimas Ombudsman also recalled investigations aimed at drawing attention to the use of excessive force by officials against citizens and the flaws in the activities of the commissions of the Ministry of Health, which prevents ensuring proper implementation of patients' rights.

"It is also worth mentioning the latest investigation, which drew the authorities' attention to the need to pay particular attention to the principles of respect for human rights and freedoms in the management of a pandemic. Among other things, I would like to mention the investigation of national prevention of torture, which found that people with disabilities in care homes face a particularly high level of human rights violations due to the inadequate provision of care services. I am convinced that all these investigations basically defended the human rights violated by individuals or certain groups and contributed to the formation of a different practice,” emphasised the Seimas Ombudsman Augustinas Normantas. 

Vytautas Valentinavičius, the Head of the Human Rights Division of the Seimas Ombudsmen's Office, Doctor of Political Science at Kaunas University of Technology (KTU), participated at the National Human Rights Forum discussion titled What is the Place of Human Rights in Lithuanian Politics? There was an exchange of views on human rights issues that should be addressed as well as what needs to be done to put human rights issues, that previously have not received the attention of political actors, on the political agenda.

This year the National Human Rights Forum was dedicated to the 70th anniversary of the European Convention for the Protection of Human Rights and Fundamental Freedoms with a moto Endorsing Diverse Lithuania in Europe. In this context, the public was also invited to discuss the impact of the pandemic on public mental health and education, fathers' involvement in early childhood, effective response to hate crimes, human rights violations in Belarus, gender equality, data protection, the right to privacy and other relevant topics.

The Ombudsman, Maria Lúcia Amaral, will conduct the process with maximum speed to present a proposal for compensation to the family of the Ukrainian citizen Ihor Homeniuk.

The Ombudsman's intervention follows the Resolution of the Council of Ministers approved today, in which the State assumes responsibility for paying compensation to the family of Ihor Homeniuk, who died on 12 March 2020, following extremely serious events that occurred at the Espaço Equiparado ao Centro de Instalação Temporária (EECIT) of Lisbon Airport.

As was the case with the victims of the major fires of 2017 or with the victims of the collapse of Municipal Road 255, the extrajudicial compensation processes conducted by the Ombudsman are exceptional attributions, requiring, for this reason, that they be preceded and framed by specific rules that enable him to pursue this purpose.

The Ombudsman is an independent state body that promotes and defends the fundamental rights of citizens and to whom they can appeal when they feel harmed by unfair or illegal acts of the administration or other public powers. Created in 1975, the Ombudsman is also a National Human Rights Institution, performing the functions of a National Prevention Mechanism and ensuring that Portugal complies with the United Nations Convention and Protocols against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment.
