EUROPE | CPT’s 2019 annual report: 30 years preventing torture and ill-treatmentThe 30th anniversary of the Committee for the Prevention of Torture (CPT) in 2019 was an opportunity to take stock of the committee’s achievements. Since 1989, the CPT has carried out more than 450 visits to Council of Europe member states, conducting its fact-finding work in police stations, prisons, immigration detention centres, psychiatric establishments, social care homes and other locations where persons may be deprived of their liberty.

Ukraine | 2019 Annual Report of Ukrainian Parliament Commissioner for Human RightsIn 2019, the reform of local self-government and territorial organization of government continued in Ukraine. The process of forming the amalgamated territorial communities brought about the issue of the ability of local self-government bodies to ensure the observance, realization and protection of rights of citizens to social protection, healthcare, work, education and culture. Therefore, one of the strategic directions of the Commissioner’s activity was to exercise parliamentary oversight over the observance of social rights of citizens in the context of decentralization.

SOUTH AFRICA | New Ombudsman of the City of Cape Town took officeOn 1 June 2020 Mr Vusumzi Magwebu took office as the new Ombudsman of the City of Cape Town. He has vast experience in investigations from both private and public sectors. He is a former prosecutor and was also a senior investigator with the office of the Public Protector, South Africa.

Portugal | Report 2019 - more than 51,000 requests and 9,800 new instructed processesIn 2019, the Ombudsman received 51,313 requests through the various channels available to citizens (6.6% more than in 2018), and 9823 complaint procedures were opened, representing an increase of 5% in relation to 2018. Compared with 2017, the growth in new complaint procedures is 26%; taking 2016 as a reference, the increase is 42%.

DENMARK | 2019 Annual Report of Danish Parliamentary Ombudsman now available in EnglishThe English-language version of the 2019 Annual Report of the Danish Parliamentary Ombudsman has now been published. Niels Fenger, who took up the position of Parliamentary Ombudsman on 1 December 2019, points out the value of uncovering recurring errors in order to help many citizens at the same time and stresses that a guiding principle for him is to apply the institution’s resources where they can be of the greatest possible use in protecting citizens’ legal rights.

The EU Agency for Fundamental Rights (FRA) looks at how the pandemic affected the rights of older people. It highlights the need for a rights-based approach as governments shape their exit strategies.
