Le 16 décembre dernier, l’Assemblée générale des Nations Unies a adopté une résolution sur l’institution de l’Ombudsman.

In response to the unprecedented situation created by COVID-19, many of the EU institutions, agencies and bodies were required to adopt targeted measures and/or to adapt their working processes to deal with the challenges of the emergency. In April 2020, the Ombudsman began examining the work of the EU administration in the context of the COVID-19 crisis. As a first step, at that stage, she drew the attention of the European Commission and Council to the fact that their obligations concerning transparency were not diminished in the crisis response.

In July 2020, the Ombudsman launched a series of inquiries and initiatives, looking at specific aspects of the work of different EU institutions, agencies and bodies.

The Ombudsman’s inquiry into the work carried out by the European Centre for Disease Prevention and Control (ECDC) in gathering and assessing data linked to the COVID-19 crisis is at an advanced stage. The Ombudsman’s inquiry team has inspected various ECDC files, carried out an inspection meeting with ECDC staff (see meeting report) and assessed the ECDC’s responses to subsequent questions posed by the Ombudsman in November.

The Ombudsman is also conducting an inquiry into the COVID-19 response of the Council of the EU, notably as regards the transparency of its decision making. In particular, the inquiry is looking at the Council’s decision to derogate, temporarily, from its Rules of Procedure during the crisis, and the implications this has had for its decision-making process and the transparency thereof. The Ombudsman’s inquiry team carried out an inspection meeting with the Council in November ,and is evaluating the next steps in the inquiry.

The Ombudsman also launched an initiative concerning the European Medicines Agency (EMA) and, in particular, the role of its pandemic task force (COVID-ETF), which was created to help take quick and coordinated regulatory action on the development, authorisation and safety monitoring of medicines intended for the treatment and prevention of COVID-19. In September, EMA replied to the Ombudsman, committing to independence in how it assesses medicines for COVID-19 and to publishing clinical data about them.

On 29 July 2020, as a follow up to her letter in April, the Ombudsman set out a series of more detailed questions to the European Commission, notably regarding the transparency of public procurement procedures (including for vaccines), scientific advice and lobbying activities in the context of the crisis.

The Ombudsman also launched a strategic initiative, looking into the transparency of the measures introduced by the European Investment Bank (EIB) in response to the COVID-19 crisis. The Ombudsman set out questions to the EIB concerning the transparency of the terms and criteria related to new financing measures for small and medium-sized enterprises. The Ombudsman received the EIB’s reply in September and is considering the next steps in the initiative.

L’audition du PE intitulée "Sixième extinction de masse et risque croissant de pandémies: quel rôle peut jouer la stratégie de l’UE pour la biodiversité à l’horizon 2030?" est prévue jeudi.

Organisée par la commission de l’environnement, de la santé publique et de la sécurité alimentaire, l’audition traitera de la perte de biodiversité et de l’ampleur avec laquelle cette perte augmente le risque de pandémies en raison du changement d’affectation des terres, du changement climatique et du commerce d’espèces sauvages. Le rôle que pourrait jouer la stratégie de l’UE en faveur de la biodiversité à l’horizon 2030 sera également abordé.

Le Dr Anne Larigauderie, secrétaire exécutive de la plateforme intergouvernementale sur la biodiversité et les services écosystémiques, et le Dr Hans Bruyninckx, directeur exécutif de l’Agence européenne pour l’environnement, participeront aussi à l’audition publique.

Stratégie de l’UE en faveur de la biodiversité à l’horizon 2030

Jeudi après-midi, les députés débattront du projet de rapport de César Luena (S&D, ES). Le texte répond à la stratégie de l’UE en faveur de la biodiversité à l’horizon 2030 et salue son niveau d’ambition. Il souligne que tous les principaux moteurs de changements dans la nature doivent être abordés et fait part de ses craintes quant à la dégradation des sols, aux conséquences du changement climatique et au nombre décroissant de pollinisateurs. Par ailleurs, le projet de texte aborde les questions de financement, d’intégration et de cadre de gouvernance de la biodiversité, appelle à un programme Erasmus vert mettant l’accent sur la restauration et la conservation, et souligne la nécessité de mesures internationales, notamment sur la gouvernance des océans.

En 2020, nous avons célébré les 60 ans de l’obtention du droit de vote et d’éligibilité des femmes dans notre canton. Les préjugés et les stéréotypes sur les femmes et leur rôle dans la société ont freiné pendant longtemps l’accès des femmes aux droits politiques.

Une exposition d’affiches de campagne produites à l’occasion des cinq votations genevoises, qui se sont déroulées entre 1921 et 1960, a été présentée au Parc des Bastions au printemps dernier.

Avec ses partenaires – la Ville de Genève et le SIG, le BPEV revient sur cette exposition dans une vidéo qui met en évidence les obstacles que les femmes ont dû franchir pour acquérir leurs droits.

The Parliamentary Ombudsman, Anthony C. Mifsud has appointed Chief Justice Emeritus Vincent A. De Gaetano to serve as Commissioner for Education in terms of Article 17A (2) of the Ombudsman Act with effect from the 1 January 2021.

The Commissioners, like the Ombudsman, are autonomous Officers of Parliament and enjoy the same independence and security of tenure.  The Commissioners within the Ombudsman’s Office work independently of each other but co-ordinate their work with the Office of the Ombudsman.
