On 17 November, FRA and the Commission for Citizenship, Governance, Institutional and External Affairs (CIVEX) will hold its annual dialogue in the European Committee of the Regions.

The panel discussion will look into fundamental rights considerations in the EU triggered by the Russian invasion of Ukraine.

Local and regional authorities have been in the frontline of efforts to welcome people fleeing Ukraine, often in cooperation with civil society. The discussion will provide opportunities to exchange with CIVEX members on their experiences on the reception and integration of people from Ukraine.

Panellists will include Christophe Rouillon, the French Mayor of Coulaines and Yuliya Chervona, from the NGO, Promote Ukraine.

The annual dialogues aim to discuss fundamental rights themes of relevance at the regional and local level, and to share knowledge of existing fundamental rights good practices.

Sentencia del Tribunal de Justicia en el asunto C-211/20 P | Comisión/Valencia Club de Fútbol

Decisión relativa a una ayuda de Estado otorgada por España al Valencia CF anulada por el Tribunal General: el Tribunal de Justicia desestima el recurso de casación de la Comisión

Según el Tribunal de Justicia, el Tribunal General no impuso a la Comisión una carga de la prueba excesiva y se limitó a declarar que la Comisión no había satisfecho las exigencias que ella misma se había impuesto mediante la adopción de la Comunicación sobre las garantías

El 5 de noviembre de 2009, el Instituto Valenciano de Finanzas (IVF), la institución financiera de la Generalitat Valenciana, otorgó a la Fundación Valencia, organización vinculada al Valencia CF, club de fútbol profesional español, un aval para un préstamo bancario de 75 millones de euros, mediante el cual dicha Fundación adquirió el 70,6 % de las acciones del Valencia CF.

Ombudsman issues third critical report about Birmingham’s bin collections

The Local Government and Social Care Ombudsman is again having to report on Birmingham’s waste collection services after the council had made assurances things would improve.

The most recent report concerns three residents in different parts of the city, who had all been receiving assisted collections – where crews collect and return bins from an agreed storage point because the residents cannot do so themselves.

In all three cases the council had agreed to monitor collections after the residents made complaints about the service they were receiving to the Ombudsman.

In one case, a woman complained collection crews routinely failed to collect her waste, failed to return her bin to the right place when they did make a collection, and left neighbours’ bins blocking her driveway. Despite the council agreeing to monitor the service it provided to her, the problems persisted.

She told the Ombudsman’s investigation that when she challenged the crew they were rude, accused her of lying and ‘always moaning’.

In a second case, crews again failed to collect and return a woman’s bin. The council agreed to monitor the service but the crews are still missing her bins, and the woman has questioned whether this is happening deliberately because of her complaint.

In the third case, a woman complained about repeated failures by crews to return her bin to the right place with the lid closed. The woman told the investigation there appeared to be no repercussions for the collection crews, as she feels the council does not take her complaint seriously. An internal memo about her case from one council officer stated “With everything going on in the world…they are bothered about a lid being left open, it is pathetic…”

Michael King, Local Government and Social Care Ombudsman, said:

“Each woman in these cases receive assisted collections because they are vulnerable in some way, and it is understandable that they feel they have been targeted by the crews for making their complaints.

“However, while there may be issues on the ground, it is not enough for the council to blame rogue crews and then fail to tackle these issues at a more senior level. We are concerned the situation the three women have faced is echoed across the city, particularly because they are served by different council depots, rather than there being a rotten culture at a single location.

“This continued failure to address public concerns effectively is as much a matter of corporate leadership as it is of day-to-day service delivery. I am pleased the council has agreed to my recommendations to tackle the issues at its most senior level and hope the oversight of both the Chief Executive and Leader will ensure issues are tackled in a more proactive manner.”

The Local Government and Social Care Ombudsman remedies injustice and shares learning from investigations to help improve public, and adult social care, services. In this case the council has agreed to apologise to all three complainants and pay them £200 each for their frustration and difficulties.

The Ombudsman has the power to make recommendations to improve processes for the wider public. In this case the council has agreed to review its waste collection monitoring arrangements to ensure they are robust and effective in identifying and resolving any problems.

It will also produce an action plan to identify ways of improving staff performance and reported directly to the Chief Executive and Leader of the Council.

EL PLENO DEL OBSERVATORIO HA CONOCIDO LOS RESULTADOS Y CONCLUSIONES DE DE LA JORNADA CELEBRADA EL PASADO MES DE OCTUBRE

El éxito de dicha Jornada del Observatorio, los avances en la ejecución del Plan del Mayor del Gobierno de Aragón, las nuevas iniciativas de los miembros a incorporar o la modificación normativa para ampliar la participación de más entidades en el Observatorio, han sido algunos de los temas claves tratados en la sesión.

Esta mañana ha tenido lugar en la sede del Justicia la sesión plenaria del Observatorio Aragonés de la Soledad (OAS), dirigida por la directora-gerente del Instituto Aragonés de Servicios Sociales, Noelia Carbó y el Asesor de Menores y Mayores del Justicia, Andrés Esteban.

Los miembros del órgano han valorado como muy positiva la experiencia de la primera jornada que organizó nuestra entidad el pasado día 7 de Octubre y que congregó a más de 200 participantes de 74 entidades diferentes de nuestra Comunidad, así como algunas de carácter estatal con las que se han establecido ya vínculos para trabajos futuros. De la jornada, se ha destacado el trabajo realizado por los talleres, especialmente con sus conclusiones, que son la base fundamental para establecer los retos a futuro del Observatorio.

Algunas de las más destacadas de la Jornada que se han expuesto es la constatación de que existen diferentes tipos de soledad, se requieren distintos abordajes; desde actuaciones complementarias a las que realizan las administraciones, las realizadas por los organismos o aquellas que propone la ciudadanía. Por otro lado, se evidencia la necesidad de coordinar sinergias entre investigación y acción: universidad y servicios sociales.

Así mismo, se han acordado diversas medidas sobre el funcionamiento del Observatorio con el fin de consolidarlo como instrumento de análisis y puesta en común, ampliando el numero de entidades pertenecientes y manteniendo sus actuaciones en la recogida y difusión de iniciativas.

En la sesión, la gerente del IASS ha desarrollado las líneas del Plan del Mayor de Aragón que están siendo ejecutadas en estos momentos y otros miembros del plenario han aportado nuevas iniciativas que están activas y que serán incorporadas al Catálogo del OAS.
