El desajuste actual entre la oferta y la demanda provoca que muchos alumnos abandonen prematuramente los estudios

A más de 3.700 personas no se les ha asignado plaza en los ciclos hasta el 21 de septiembre, cuando el curso ya había empezado

Hay que ampliar la condición de alumnado con prioridad en el acceso como mínimo a los menores de dieciocho años que no han completado estudios secundarios postobligatorios 
 

La semana pasada finalizó la segunda vuelta del proceso de asignación de las plazas de los ciclos formativos de grado medio (CFGM), y los datos del Departamento de Educación muestran que 638 personas no han podido acceder a la formación que deseaban. Aunque cerca de 35.000 alumnos han iniciado un CFGM el curso 2022/2023, la síndica recuerda que la Ley de educación establece el deber de la Administración de garantizar el acceso de cualquier persona que lo desee a estos estudios de formación profesional.

Un año más, el proceso de asignación de plazas muestra que existe un cierto desequilibrio entre la oferta de ciclos existentes y las demandas y necesidades que tienen los futuros alumnos, de modo que más de 600 personas no han obtenido plaza en el ciclo de grado medio solicitado, a pesar de haber vacantes en otros. Ante este hecho, la síndica insiste en la necesidad que de cara al futuro se continúe avanzando lo máximo posible en este reajuste de la oferta porque, de lo contrario, se podría condenar estos jóvenes al abandono escolar prematuro. Aunque han mejorado en los últimos años, las cifras de abandono prematuro del sistema educativo en Cataluña (14,8%) son superiores a las del resto del Estado (13,3%) y a las de Europa (9,27%), y, ante este hecho, la síndica considera que los CFGM pueden ser una buena herramienta para combatirlo.

Ante los desajustes de los años anteriores, el Departamento de Educación modificó los criterios y este año ha priorizado el acceso a estos ciclos del alumnado con continuidad de escolarización (alumnos de 4º de ESO, alumnos de FP de grado básico y alumnos que han superado este año el curso específico de acceso –CAM– o la prueba de acceso y que son menores de dieciocho años). Esta priorización puede dejar fuera jóvenes menores de dieciocho años que han abandonado prematuramente el sistema educativo o que están escolarizados en estudios postobligatorios que no les satisfacen.

En este contexto, la institución del Síndic de Greuges ha recibido quejas de personas que no provienen de la ESO, por ejemplo, que se sienten discriminadas porque no han tenido prioridad en el acceso. Entre las personas sin prioridad en el acceso hay los jóvenes menores de dieciocho años que en cursos precedentes abandonaron prematuramente el sistema educativo porque no pudieron acceder a uno de los ciclos formativos que habían solicitado. A criterio de la institución, como mínimo los jóvenes menores de dieciocho años deben pasar a tener prioridad en el acceso, dado que son un colectivo vulnerable que necesita una protección especial.

Varios alumnos sin prioridad en el acceso también han presentado quejas a la institución porque la fecha de asignación de las plazas de CFGM en segunda vuelta ha sido el 21 de septiembre, cuando ya se había iniciado el curso escolar. Según los datos del Departamento, esto ha afectado finalmente a 3.785 alumnos. Ante este hecho, la síndica pide que se incorporen los cambios necesarios para que todo el alumnado preinscrito disponga de la plaza antes del inicio del curso.

El 30 de julio del año pasado el Síndic de Greuges ya emitió una resolución relativa a la falta de oferta suficiente de ciclos formativos de grado medio en el proceso de admisión correspondiente al curso 2021/2022.

In recent days, in Strasbourg, France, the staff of the Ombudsman Office participated in the training organized by EU/CoE within the framework of the regional project "Strengthening the Access to Justice through Non-Judiciary Redress Mechanisms for Victims of Discrimination and Hate Crime and Hate Speech in the Eastern Partnership Countries”.

On the first day of the training, when the CoE representatives made presentations on various topics, Ms. Sabina Aliyeva, the Human Rights Commissioner of Azerbaijan, spoke about the work done by the Ombudsman Office in the field of combating discrimination, the legal awareness-raising activities conducted in this direction, as well as the proposals and recommendations presented in her Annual Reports.

Later, interactive meetings were held with representatives of the CoE’s Inclusion and Anti-Discrimination Division, the No Hate Speech and Cooperation Unit, and the Children's Rights Division. The next part of the training covered topics of human rights, gender equality, justice, and respect for human dignity.

Mr. Z. Valimammadli, the head of the Department of International Cooperation and Civil Society Institutions at the Ombudsman Office, held meetings with the heads of the CoE’s Cooperation Projects Department, the Anti-Discrimination Department, CoE's Human Rights Director, the head of the CoE's Directorate General Human Rights, Justice, and Legal Co-operation. During these meetings, Z. Valimammadli gave detailed information about the activities of the Ombudsman Office in these directions.

The European Charter for Regional or Minority Languages was discussed in the training held by the representatives of the Division of National Minorities and Minority Languages, whereas the issues of cooperation and expansion of opportunities  were put on the table with the Division of Combating Hate Speech. In the end, the representatives of the Ombudsman Office exchanged views with the head of the Department for Cooperation Programs for Azerbaijan and Georgia.

On the second day of the training, the Secretary of the Steering Committee on Anti-Discrimination, Diversity, and Inclusion gave information about the activity of the Committee, and the Project Representative of the Intercultural Cities Program talked about the studies of the countries covered by the program.

In the end, a meeting was held with Latif Huseynov, a judge of the ECtHR, information on the work experience of the Court was obtained, and the questions addressed by the employees regarding different areas of human rights were answered.

The Protector of Citizens launched a control investigation in order to assess the legality and regularity of work of the "Miloje Vasić" Elementary School in Kaluđerica, after learning from the media that peer violence had occurred in that school, in which a group of students from older classes physically assaulted a boy in the first grade.

The Protector of Citizens asked the school's administration to submit a report within 15 days on the activities undertaken within the jurisdiction of the institution, undertaken in connection with the aforementioned findings, in order to protect the rights and best interests of the students. Also, the school administration should provide information on whether such situations in which those same students from older classes took part had happened before and, if so, what measures the school undertook in those cases.

Sottoscritto l’accordo tra il Garante e il Comune di Ancona per la realizzazione dei progetti “Ora d’aria – Laboratori di poesia in carcere” e “Oltre le mura – Cinema in carcere – Corto Dorico Film Festival 2022”.

La poesia torna negli istituti penitenziari di Ancona (Montacuto e Barcaglione) con otto incontri da realizzare fino al mese di novembre. L’ultimo in agenda è riservato alla gara “Poetry Slam”.

Per quanto riguarda il cinema, sono previste due diverse iniziative. Con il “Premio ristretti oltre le mura”, durante le giornate di “Corto Dorico” (3 – 11 dicembre) i detenuti degli istituti penitenziari marchigiani effettuano alcuni laboratori (con i volontari dell’Associazione Ne Wiem e la direzione del Festival, formata dal regista Daniele Ciprì e dallo sceneggiatore Luca Capara) e alla fine formano una giuria per votare il cortometraggio preferito. Prevista anche la partecipazione di un ristretto numero di esterni per favorire la socializzazione.

Nell’ambito di “Ti scrivo da lontano”, invece, verrà attivato un percorso di educazione alle immagini e ai linguaggi del cinema, che si concluderà con la realizzazione di un docufilm (a cura del regista Guseppe Carrieri e di un nucleo di 10 studenti e tutori dell’Università di Milano).
