The Agency’s 65th Executive Board and 40th Management Board will convene in Vienna from 14 to 16 September 2022.

The Management Board meeting will take important decisions for the functioning of the Agency. In particular, the Board will elect its new Chairperson, given that Elise Barbé from France is ending her term of office on 19 September 2022. The Board will also have strategic discussions on the development of the Agency’s new multiannual strategy for the years 2023 to 2028.

FRA’s Management Board has just been renewed with the mandates of roughly half of its members having ended in July 2022. The full list of Management Board members is available here.

(CoE) Serbian authorities should withdraw the ban on Europride march and protect participants

“It is highly regrettable that the Serbian authorities have decided to ban the Europride march scheduled for 17 September. Weeks of uncertainty concerning the holding of this march have sent a wrong message to the public and made space for hateful rhetoric and more threats against LGBTI people, including from religious leaders”, said today the Council of Europe Commissioner for Human Rights, Dunja Mijatović.

“I welcome President’s Vucic recent statement on the importance of recognizing and respecting the human rights of LGBTI people and urge the Serbian authorities to ensure that those who will walk for equal human rights and dignity can do so safely. Serbia must respect its human rights obligations and uphold freedom of peaceful assembly and freedom of expression for all, without discrimination.”

Freedom of peaceful assembly and of expression stand at the core of a free, inclusive and pluralist democracy, where everyone can enjoy their human rights equally and safely, and societal issues are discussed through peaceful dialogue. As consistently repeated in the case-law of the European Court of Human Rights, states have the obligation, to the greatest extent possible, to facilitate the holding of peaceful assemblies. “I find it highly concerning that the Europride march is facing such a level of obstruction from the authorities, while other events and massive gatherings are constantly taking place freely and safely in the streets of Belgrade.”

In cases raising similar issues, the European Court of Human Rights, has ruled that states have the obligation to take preventive measures to neutralise risks of violence against an assembly and must ensure the security of participants. They must also ensure that that the time, place and manner of conduct of an assembly are such that allow the participants to convey their message within sight and hearing range of their intended target audience. “Instead of bowing to threats and hate by banning the Europride march, the Serbian authorities have the responsibility to ensure that everyone in society can exercise their right to enjoy the same freedoms and is equal in dignity.”

“As I have stressed in my conversations with the Serbian authorities at the highest level over the past two weeks, the fact that Europride takes place in Serbia this week is also of great significance for the south-eastern European region, where much still needs to be done to combat discrimination and hate against LGBTI people. Hosting Europride sends the signal that the march toward equality is in progress. It is positive that Pride marches have taken place peacefully in recent years in Belgrade, Sarajevo, Tirana, Podgorica and Skopje and I call on the Serbian authorities to be on the right side of history by enabling a peaceful and safe Europride march this Saturday.”

Summary report on the activities of the CHR and on the state of observance of human and civil rights and freedoms in 2021

The Office of the Commissioner for Human Rights published a summary  report  based  on  the  full  „Report on the activities of the Commissioner for Human Rights and on the state of observance of human and civil rights and freedoms in 2021”. The report discusses key issues connected with the protection  of  civil  rights  and  freedoms  as  well  as  the  related  activities undertaken by the Commissioner for Human Rights. 

„2021 was a special year as it saw a record number of 74 279 cases submitted to the Office of the Commissioner for Human Rights. This was a clear expression of trust on the part of all those who turned to the Office for support. It is very encouraging that at the time of crisis emerging nationally and globally so many people turned to the CHR Office to seek assistance with their problems,  ask  for  legal  information  or  for  support  in  solving  various  issues.  I  would  like  to  thank  everyone  for  their  trust.  Let me assure you that people and their dignity, freedoms and rights always come first in our work.” - Marcin Wiącek, Commissioner for Human Rights.

Reunión del Defensor del Pueblo de Navarra con el Consejero de Universidad, Innovación y Transformación digital

l Defensor del Pueblo de Navarra se reunió ayer, día 7 de septiembre, con el consejero de Universidad, Innovación y Transformación Digital, Juan Cruz Cigudosa García, en la sede de la Consejería.

En el encuentro, se trató la labor del Departamento en distintos campos. En ámbito de la digitalización y las telecomunicaciones, se expusieron las principales líneas de actuación que se están siguiendo para lograr una mayor cobertura en todo el territorio de Navarra. En materia de universidades, se abordaron aspectos tales como la relación entre oferta y demanda de plazas en determinados grados, y la problemática generada a raíz de la concesión de becas.

Durante la reunión, se informó también sobre la creación por parte del Departamento de la Oficina del Dato, con el objetivo de lograr un tratamiento seguro y fiable de los datos que manejan todos los departamentos del Gobierno de Navarra. La Oficina, que ya se ha planteado en el Parlamento foral, estaría regulada por un Comité Ético Legal.

Por parte del Departamento de Universidad, Innovación y Transformación Digital, participaron en la reunión el consejero, Juan Cruz Cigudosa, y la jefa de Gabinete, Leticia Magán; por parte de la Institución estuvieron presentes el Defensor del Pueblo, Patxi Vera, el secretario general, Carlos Sarasíbar, y la jefa de Gabinete, Susana Galilea.

Maggiore sensibilità per le esigenze degli anziani

La Difensora civica Gabriele Morandell ha incontrato recentemente gli accompagnatori e le accompagnatrici digitali per anziani del KVW/ACLI, Associazione cattolica dei lavoratori (KVW). Nel corso del colloquio, oltre a procedere a uno scambio di informazioni, è stato affrontato il tema delle difficoltà degli anziani nell'utilizzo dei nuovi media digitali: in particolare, è stato lamentato che molte pagine web delle amministrazioni pubbliche non siano sufficientemente tradotte in tedesco, che ai numeri verdi rispondano solo registrazioni e che sempre più spesso gli uffici non siano raggiungibili al telefono. "Per gli anziani e le anziane che desiderano ricevere informazioni al telefono, non è facile seguire le istruzioni vocali date automaticamente e digitare rapidamente i numeri giusti per proseguire con la telefonata", hanno riferito unanimemente gli accompagnatori digitali: "Inoltre, non sempre le amministrazioni comunicano chiaramente che tutti i cittadini che hanno già una carta d'identità elettronica non hanno più bisogno di attivare uno SPID: la carta d'identità elettronica è infatti sufficiente per accedere ai servizi online".

È stata poi evidenziata l'opportunità di annunciare tempestivamente il passaggio di un servizio dallo sportello tradizionale alla forma digitale, offrendo informazioni adeguate e un'assistenza efficace da parte dell'amministrazione pubblica a tutti i cittadini e le cittadine, in particolare per quelli più anziani. "Imparare a usare i media digitali in età avanzata non è affatto facile per noi anziani", ha testimoniato Maria Kusstatscher, presidente degli anziani del KVW/ACLI, "è quindi molto importante che tutti possano accedere una consulenza personale". "Questa consulenza individuale nel confronto con i media digitali è proprio quanto offrono gli accompagnatori digitali della KVW/ACLI, in seguito ad appuntamento in una delle varie sedi sul territorio provinciale", ha sottolineato Richard Kienzl, collaboratore del reparto Educazione - settore Anziani della KVW/ACLI.

Del tutto convinta dell'importanza di questa assistenza è anche la Difensora civica, la quale, tuttavia, evidenzia che solo una piccola parte delle cittadine e dei cittadini anziani si attiverà per fare questo passo: è pertanto necessario garantire a tutti coloro che non possono affrontarlo un sostegno da parte della mano pubblica, in modo che sia possibile continuare a usufruire dei servizi.
