Las sesiones han tenido lugar en la sede del Parlamento Europeo, en Estrasburgo

Las temáticas tratadas en esta edición son la acogida de refugiados, la digitalización de las administraciones a raíz de la pandemia y la transparencia en la gestión de los fondos Covid
 

El síndic participa hoy y mañana en la conferencia de la Red Europea de Defensores del Pueblo, que en esta edición lleva por título “El papel de los defensores del pueblo en tiempos de crisis”, organizada por la defensora del pueblo europeo, Emily O'Reilly, con la colaboración de la defensora del pueblo francés, Claire Hédon.

El encuentro se ha organizado en tres sesiones diferentes, y en cada una de las partes ha intervenido una comisaria europea.

Durante la primera, se ha tratado el funcionamiento de las políticas de acogida de los refugiados ucranianos y donde se pueden realizar mejoras, y se han analizado y compartido las buenas prácticas detectadas. La conferencia inaugural ha corrido a cargo de la comisaria europea de Asuntos Internos, Ylva Johansson. La mesa redonda ha estado encabezada por la comisionada parlamentaria de los Derechos Humanos de Ucrania, Liudmyla Denisova, y también ha participado la adjunta de la institución de Ombudsman de Polonia, Hanna Machinska, la defensora de Rumania, Renate Weber, y el defensor de Hungría, Ákos Kozma.

La segunda parte, que ha tratado sobre cómo la pandemia ha acelerado mucho la digitalización de muchos aspectos de la vida de las personas y sobre hasta qué punto las administraciones públicas han garantizado los derechos de las personas durante este proceso de digitalización, iniciado con un discurso inaugural de la comisaria europea por la Cohesión y Reformas, Elisa Ferreira, que ha ido seguido por una mesa redonda formada por la defensora de Francia, Claire Hédon, el defensor de Holanda, Reiner van Zutphen, y la defensora de Estonia, Ülle Madise, entre otros.

La tercera sesión, que tendrá lugar el jueves, 28 de abril, abordará los principios de transparencia en el uso por parte de los gobiernos de los fondos de recuperación, por la que se ha previsto una presentación por parte de la OCDE para discutir con la comunidad de ombudsman cuáles son las mejores fórmulas para asegurar la transparencia y los principios de buen gobierno.

Holocaust Remembrance Day – A Conversation with the Last Generation of Holocaust Survivors

On the occasion of the Israel’s Holocaust Remembrance Day (Yom HaShoah) Ombudswoman Tena Šimonović Einwalter took part in a global online event organized on 27 and 28 April 2022 by the Combat Antisemitism Movement (CAM) and the Zikaron BaSalon initiative.

This unique event was conceptualized as an online conversation with the last generation of Holocaust survivors, bringing them into the “living rooms” around the world, while also featuring dedicated messages from decision makers and opinion-shapers from around the world.

During a ten-hour broadcast the viewers got a chance to ask questions to survivors from five different countries – Ellen Bottner (U.S.), Luis Opatowsky (Mexico), Abraham Goldberg (Australia), Hannah Gofrit (Israel) and Zofia Radzikowska (Poland) – about their experiences during and after the Holocaust.

“This is perhaps the last chance to physically interact with a Holocaust survivor for many people around the world,” said Sacha Roytman Dratwa, CEO of CAM. “As Holocaust denial, trivialization and appropriation are rising, it is vital that as many people around the world as possible hear from a Holocaust survivor first-hand about their experiences and the historical truth of the Holocaust.”

Along with the survivors, the event’s participants were addressed by official national antisemitism commissioners, ambassadors, mayors, members of governments, and representatives of international institutions, including European Union Commissioner for Equality Helena Dalli, U.S. Senator James Lankford, Commissioner for Jewish Life in Germany and the Fight Against Antisemitism Dr. Felix Klein, and Canadian Special Envoy on Preserving Holocaust Remembrance and Combating Antisemitism Professor Irwin Cotler.

Croatia, set to chair the International Holocaust Remembrance Alliance (IHRA) in 2023, was represented by Ombudswoman Tena Šimonović Einwalter, who took the opportunity to stress the importance of education on the Holocaust – the suffering it caused, the dangers of the propaganda and the hate speech that preceded it, as well as the cruelty human beings are capable of committing against one another. “We must provide the future generations with the education on human rights, equality and solidarity and on the dangers of fostering stereotypes, prejudice and hatred,” underscored the Ombudswoman. Events like this are extremely important, she emphasized, in the period we are currently living in, rife with hate speech, “fake news” and Holocaust denial and relativization, providing the opportunity for us to record the testimonies of the last generation of the Holocaust survivors – a crucial element in the education of the generations to come, and to witness their memories and life stories.

Le mandat de Madame Marie Rinfret touchant à sa fin, l’Assemblée nationale du Québec a procédé à la nomination de M. Marc-André Dowd le 17 mars 2022 comme Protecteur du citoyen. La motion a été adoptée à l’unanimité.


Il est entré en fonction le 27 mars 2022 et assure conséquemment la présidence de l’AOMF.


Au cours de sa carrière, M. Marc-André Dowd a notamment travaillé au sein de la Commission des droits de la personne et des droits de la jeunesse et il a été Commissaire à la déontologie policière du Québec.

(FRA) National implementation subgroup of EU Anti-racism action plan meets

FRA gave a presentation to the national implementation of the EU Anti-racism action plan 2020-2025 subgroup on 8 April.


VIEW THE ACTION PLAN


Member States currently develop their national action plans against racism and racial discrimination under the broader EU action plan.


At the meeting, Member States representatives focused on key factors for indicators and effective monitoring frameworks in line with the Common Guiding Principles for national action plans.


FRA cited the example of the Roma monitoring framework and portfolio of indicators. This was developed to measure progress in the implementation of the EU strategic framework on Roma equality, inclusion and participation.
