At online meeting, Ukrainian ombudswoman Lyudmyla Denisova appreciated activities of Czech ombudsman regarding arrivals of people from war-affected Ukraine. She also asked ombudsman Stanislav Křeček to share his information leaflets and other materials and links to help people who flee Ukraine facilitate  their stay in the Czech Republic.

The Ukrainian ombudswoman wants to share materials of Czech ombudsman on her website and social networks to people who are considering leaving the country. Her Office will also use them as a source of information for operators of its own 24-hour information line. The hotline receives calls from both people who are currently planning to leave the country and those who have already left.

Since the beginning of the war, Czech ombudsman has been providing a list of important links and information in Ukrainian on the website. It draws attention to the dangers of exploitation and human trafficking. He has also produced several special leaflets, including questions and answers for children. The Office's staff assists with the registration of Ukrainians at the Brno Department of Asylum and Migration Policy of the Ministry of Interior as well as at the Regional Assistance Centre at the Brno Exhibition Centre.

During the one-hour online meeting, the Ukrainian ombudswoman informed Czech ombudsman about current situation in Ukraine. According to her, the Russian Federation's attacks are deliberately targeting civilian targets and populated areas. For example, she said that since the beginning of the conflict, bombing has hit 600 educational establishments, including 122 kindergartens.

She also noted that, according to available information, soldiers were taking people from occupied areas into the territory of the Russian Federation against their will. According to estimates, there may already be 366 000 people taken from Ukraine. People whom her Office was able to contact reported they were not allowed to take their personal belongings or documents.

Within Ukraine, Denisova said, up to 6 million people have made their way to safer areas. A further 3.5 million people have chosen to emigrate, including 1.5 million children.

Czech ombudsman Stanislav Křeček has assured his Ukrainian counterpart that people arriving in the Czech Republic have all possible assistance available regarding residence, accommodation, material security and, for example, education of children. He also assured her that within the framework of his mandate he keeps overseing the protection of the rights of newcomers.

Staffordshire County Council has agreed to reconsider whether to investigate a woman’s complaint about her time as a child in its care, following an investigation by the Local Government and Social Care Ombudsman.

The woman became a looked after child for a short time as a teenager in 2011, when she could no longer live with her parents. She stayed with two sets of foster parents before moving back with her mother. Some time after returning to her mother’s care, she again called on the council for help when she was 15, pregnant and her parents did not want to support her.

In late 2020, now 24 years old, the woman complained to the council about the support she received while in its care. She believed she had missed out on support she should have been entitled to as a formerly looked after child with a baby, including a care leaver’s grant.

When she asked Staffordshire County Council to investigate her concerns, it said it could not investigate as too much time had passed. Despite this the council did attempt to answer some of her questions outside the statutory complaints process.

The Ombudsman’s investigation found the council followed the statutory guidance too rigidly and failed to take into account the advice to consider people’s complaints on a case-by-case basis.

In this case the council had records it could and did refer to when answering some of the young woman’s questions about her time in care and should have done more to consider whether it could investigate her complaint.

Michael King, Local Government and Social Care Ombudsman, said:

“Last year we issued specific guidance for councils on getting the children’s statutory complaints process right, because we had found issues with the way councils were considering complaints, and often failing to take them through all three stages of that process where necessary.

“In this case, Staffordshire council did not properly evidence it considered the young woman’s age and vulnerability impeding her complaining at the time of the events, and whether it could still hold a fair and effective investigation when deciding it would not do so.

“I‘m pleased council has now agreed to reconsider that decision, taking into account all relevant factors. If it decides not to investigate, it will tell the woman why and of her right to bring her complaint back to my office.”

El Parlamento de Navarra ha acogido este mediodía el acto de toma de posesión de Patxi Vera Donazar como nuevo Defensor del Pueblo de la Comunidad Foral de Navarra, cargo en el que, tras quince años de ejercicio, nueve en situación de interinidad, sustituye a Javier Enériz.

Tras el himno de Navarra y ya en su turno de intervención, Unai Hualde ha hablado de una “nueva etapa en la que, salvadas las dificultades para conseguir el aval de tres quintas partes de la Cámara, se encomienda a Patxi Vera un trabajo de enorme responsabilidad, no en vano en sus manos queda la defensa y mejora de los derechos y libertades amparados por la Constitución. Un trabajo vital, una labor imprescindible para salvaguardar a la ciudadanía de los posibles abusos y negligencias de la Administración”.

En ese terreno y tras poner en valor el perfil “cooperativo” que acompaña a Vera, quien “conoce de primera mano la labor de intermediario que le va a tocar desarrollar, seguro que magníficamente”, el Presidente ha aludido a la última modificación introducida en la Ley Foral que regula la figura del Defensor del Pueblo, con el fin de “garantizar la ejecución de sus recomendaciones por parte de las Administraciones Públicas. Se pretende reducir las demoras, mayor eficacia, algo que este Parlamento avaló por unanimidad”.

Así las cosas y a propósito de la “crisis de valores y derechos humanos “que subyace tras los “tiempos difíciles” asociados a trances como los de la pandemia o la guerra de Ucrania, Unai Hualde ha señalado que es en “tiempos convulsos donde cobran especial valor figuras como las del Defensor del Pueblo. No quiero desanimar, todo lo contrario, se impone motivar al nuevo comisionado del Parlamento para que atienda quejas, frustraciones, sugerencias. Ayudar consiste en eso. Es difícil, pero a la vez apasionante y gratificante”.

A modo de colofón y después de agradecer a Javier Enériz su “gran labor” al frente de la institución –“seguirás defendiendo la justicia”–, Hualde ha concluido reiterando su disposición a colaborar desde el Legislativo Foral para “seguir potenciando el buen funcionamiento del conjunto de las instituciones”.

Seguidamente, tras prometer su cargo ante los miembros de la Mesa y recibir la insignia del Parlamento de manos de su Presidente, Patxi Vera Donázar ha trasladado un reconocimiento expreso a los firmantes de su candidatura, al Defensor saliente y al resto de sus predecesores, a estos últimos por “sentar las bases de la institución, desarrollarla y consolidarla manteniendo su independencia, todo en aras a la defensa de los derechos y libertades”.

A futuro, Patxi Vera ha reiterado que el “objetivo número uno será no dejar a nadie atrás. Mi principal misión será supervisar que, más allá de las declaraciones institucionales, las Administraciones de Navarra cumplen de verdad con ese segundo principio de los Valores Universales que la ONU fijó en septiembre de 2015 al aprobar la Agenda 2030”.

En ese contexto, el nuevo DP ha advertido que las Administraciones “no lo tienen fácil, porque su estructura, concebida en el siglo XIX, no es la adecuada para dar una respuesta eficaz y eficiente a las necesidades del siglo XXI. De esa falta de reforma y de su actuación diaria se derivan situaciones de desventaja para la ciudadanía, interpretaciones contradictorias, errores, aplicaciones injustas, procedimientos complicados, formularios incomprensibles, retrasos, etcétera”.

Por otra parte y en lo que tiene que ver con las “discriminaciones y las crecientes desigualdades”, Patxi Vera se ha comprometido a “combatir las causas para derribar barreras y hacer posible la igualdad de oportunidades y el ejercicio de derechos. Quiero ser proactivo y mantener una cercanía especial con los colectivos más vulnerables, escucharles y darles voz. Ayudarles”.

Al hilo de lo apuntado pero en conexión directa con la actualidad, Vera se ha confesado “orgulloso de cómo Navarra se está volcando en apoyo al pueblo ucraniano, incluida la acogida de refugiados. Pero no podemos olvidar que también conviven con nosotros refugiados políticos y económicos de otros países, a quienes tampoco podemos desatender. La responsabilidad de los poderes públicos y la solidaridad de la ciudadanía navarra debe llegar a todas esas personas, entre las que se cuentan los navarros en situación de riesgo de pobreza y exclusión social”.

El nuevo Defensor del Pueblo ha finalizado haciendo suya una afirmación de Naciones Unidas que, extrapolada a Navarra, se traduce en el deseo de una tierra “justa, equitativa, tolerante, abierta y socialmente inclusiva”, y en el compromiso inequívoco de “amejorar” la Comunidad Foral “y nunca empeorarla. Muchas gracias por confiar en mi persona”.

Im direkten Austausch mit der Staatsregierung: Bürgerdialog bei Franken Fernsehen in Nürnberg

Ministerpräsident Dr. Markus Söder, MdL, und der Bürgerbeauftragte der Bayerischen Staatsregierung, Michael Hofmann, MdL stellen sich den Fragen der Bürgerinnen und Bürger: Dazu sind sie am 25. März 2022 in Nürnberg zu Gast beim Bürgerdialog von Franken Fernsehen: „Der direkte Austausch mit den Bürgerinnen und Bürgern ist einfach wichtig“, sagt Michael Hofmann: „Der Diskussionsbedarf ist erkennbar groß – deshalb wollen wir den Fragen der Menschen Zeit und Aufmerksamkeit widmen.“

Viele Bürgerinnen und Bürger aus Mittelfranken haben sich mit ihren Anliegen und Fragen an Franken Fernsehen gewandt. In der Sendung, die am 25. März 2022 um 19.00 Uhr erstmals bei Franken Fernsehen ausgestrahlt wird, werden zahlreiche Fragestellungen erörtert. Thematisch ist der Bogen weit gefasst: Ob es Fragen zum Krieg in der Ukraine, zu individuellen Schwierigkeiten mit Behörden, zu politischen Projekten, die die Region betreffen oder zur Corona-Pandemie sind: „Keine Frage landet im Papierkorb“, versichert Michael Hofmann. Alle Anliegen, die in der Sendung nicht besprochen werden können, bearbeitet der Bürgerbeauftragte im Nachgang.

Der Bürgerdialog in Nürnberg ist die dritte Station einer mehrteiligen Reihe von Dialogveranstaltungen: Ministerpräsident Dr. Markus Söder und der Bürgerbeauftragte der Bayerischen Staatsregierung, Michael Hofmann, werden in den kommenden Wochen und Monaten bei weiteren regionalen Fernsehsendern zu Gast sein.
