El Síndic reclama al Ayuntamiento de Novelda que restaure la atención presencial sin cita previa

El síndic de Greuges de la Comunitat Valenciana, Ángel Luna, ha instado al Ayuntamiento de Novelda que atienda a las personas que se dirijan a las oficinas de atención y registro sin limitación ni estar sujeto a la obtención de cita previa».

La intervención de esta institución se originó tras la queja presentada por un ciudadano en la que denunciaba este requisito obligatorio a la hora de llevar a cabo trámites tan básicos como la presentación de documentos en el registro del citado ayuntamiento.

Para el defensor valenciano, «cuando el ciudadano dispone de un plazo tasado para ejercitar un derecho, tan válido es el primer día como el último a la hora de acudir al registro para cumplimentarlo. Si se veta el acceso dentro de tal plazo porque se le exige, de forma obligatoria, la cita previa y ésta se concede en una fecha posterior al fin del plazo, se estarían vulnerando sus derechos».

Además, el defensor del pueblo valenciano ha pedido al Ayuntamiento de Novelda que preste especial atención a aquellos colectivos de personas afectados por la brecha digital que elijan comunicarse con el Ayuntamiento a través de medios electrónicos. Para atender a estas personas que por su edad, vecindad, ignorancia digital, escasa formación, desconocimiento del idioma o falta de recursos encuentran dificultades a la hora de realizar con éxito trámites administrativos telemáticos, Luna aboga por dotar a todas las oficinas municipales de puntos autónomos con ordenadores y con personal funcionario que puedan prestarles auxilio y asesoramiento.

A tenor de la evolución de la crisis sanitaria del Covid, el Síndic entiende que la Administración no puede imponer la obligatoriedad de la cita previa para registros y oficina de atención ciudadana porque «carece de amparo legal». No obstante, considera que la cita previa puede ser positiva para al ciudadano «porque le ahorra tiempo» y también para la Administración «que puede organizar mejor el servicio», pero que debe tener un carácter voluntario.

Depuis plusieurs années, à présent, les Médiateurs et Ombudsmans de Belgique, des Pays-Bas et du Luxembourg, sont invités à présenter aux parlementaires, un état des lieux des réclamations reçues par leur service, ayant un caractère transfrontalier ou transnational.
C’est dans ce cadre que Marc Bertrand, le Médiateur de la Wallonie et de la Fédération Wallonie-Bruxelles, a présenté le rapport annuel au nom de ses collègues Médiateurs/Ombudsmans. Les réclamations portent essentiellement sur des questions de sécurité sociale, notamment en matière de pensions ou d’allocations familiales, d’impôt, ou encore de bourses d’études.

La Présidente du Parlement, la député au Parlement de la Communauté germanophone, Mme Patricia Creutz, a, au nom de ses collègues, souligné l’importance du travail réalisé par les Médiateurs/Ombudsmans tant pour le service rendu aux citoyens que pour les indications des problèmes qu’ils peuvent connaitre notamment dans un contexte transfrontalier ou transnational.

Ex-military personnel of the Armed Forces. Ombudsman requests the Government to ensure effective accounting of the evaluation for the purposes of career progression

The Ombudsman sent a recommendation to the Government to ensure effective accounting of the evaluation of former members of the Armed Forces who entered the Public Administration under the scope of the “system of incentives for provision of military service”.

Following the assessment of various complaints, it was concluded that, in most cases, the norm of the State Budget for 2021 was not applied, which foresees the accounting of the evaluations obtained by these individuals during the years in which they performed duties in the Armed Forces. This rule adapts to the new career regime for workers in public service a right that has long been part of the system of incentives for the hiring of military personnel.

In the recommendation addressed to the Minister of National Defence and to the Minister of the Presidency, the Ombudsman emphasizes that the right to have evaluations counted for the purposes of career progression in the career in which the ex-military personnel entered, should be guaranteed by public employers, and the right in question cannot be paralyzed by eventual doubts in the interpretation and application of the norm that consecrates this right.

The Ombudsperson received the Ambassador Extraordinary and Plenipotentiary of the Arab Republic of Egypt to our country

The Commissioner for Human Rights (Ombudsperson) of the Republic of Azerbaijan Sabina Aliyeva received the Ambassador Extraordinary and Plenipotentiary of the Arab Republic of Egypt to our country Hisham Mohamed Nagy Abdel Hamid.

Noting that 30 years have passed since the establishment of diplomatic relations between Azerbaijan and Egypt, the Ombudsperson emphasized that relations between the two countries have been developed in various fields during this period.

During the meeting, the Ombudsperson informed the guest that the 20th anniversary of the establishment of the institution was celebrated last year, and gave extensive information about the measures taken for the protectionof human rights during this period.

The Ombudspersonspoke about the war crimes committed by Armenia against Azerbaijan, acts of vandalism against cultural, historical and religious monumentsduring the 44-day Patriotic War.The fact-finding missions carried out by the Ombudsperson and reports prepared in this regard were brought to the attention of the guest.

Noting that Egypt has always supported the territorial integrity of Azerbaijan, the Ombudsperson stressed that the moral support of the Egyptian people during the war shows once again that the friendly relations between our countries are unbreakable.

Expressing gratitude for the warm reception, the guest noted the importance of developing close cooperation between the national human rights institutions of two countries.

During the meeting, the parties exchanged  views on the prospects of joint cooperation between our countries in the field of human rights promotion and education.

“COLOUR Earth”: the Ararteko released a documentary on children and climate justice

The Ararteko  has just released the short documentary “COLOUR Earth”, on the effects of the climate crisis on the rights of children and young people.

This video is result of the Ararteko’s leadership role in the 2022 ENOC’s European Network of Young Advisors (ENYA) programme focused on children and climate justice. The documentary features a collective and intergenerational conversation on how climate crisis is affecting children and young people, and uses colours to identify inspiring concepts for change. The video is available in Ararteko’s Youtube channel, it lasts close to 30 minutes and it is in Spanish with subtitles in English, Spanish and Basque.
