Der Petitionsausschuss des Hessischen Landtages bietet Anfang November eine Bürgersprechstunde in Limburg a. d. Lahn an. Bei diesem Termin wird die Landtagsabgeordnete Katrin Schleenbecker (BÜNDNIS90/DIE GRÜNEN) als Ansprechpartnerin zur Verfügung stehen. Besprochen werden können alle Bitten und Beschwerden im Zusammenhang mit Behörden des Landes Hessen.

Die bisherigen Sprechstunden haben die Bürgerinnen und Bürger genutzt, um zum Beispiel Behördenentscheidungen zu thematisieren oder Probleme mit Bau-, Finanz- und Sozialämtern zu schildern. Auch mit aufenthaltsrechtlichen Angelegenheiten kann sich der Petitionsausschuss des Hessischen Landtages befassen.

Migration to Europe has challenged policy makers and raised questions about whether governments are doing enough to protect people’s fundamental rights. At the same time, Ombudsmen are frequently called upon to investigate allegations of human rights abuses against migrants and to examine whether proper safeguards have been put in place. Organised by European Ombudswoman Emily O’Reilly, this conference will first discuss how the EU is dealing with migration. The session will start with a lecture by Sally Hayden, author of My Fourth Time, We Drowned: Seeking Refuge on the World’s Deadliest Migration Route. This will be followed by a statement by Margaritis Schinas, European Commission Vice-President for Promoting our European Way of Life.

The second part of the conference will focus on the implications of artificial intelligence (AI) on decision-making and on the way public administrations interact with citizens. Michael O’Flaherty, the Director of the EU Agency for Fundamental Rights, will deliver the opening speech, which will be followed by a discussion on the benefits and potential drawbacks of AI use in public administrations.

The European Network of Ombudsmen (ENO) was established in 1996 and connects the European Ombudsman, national and regional ombudsmen, and the European Parliament’s Committee on Petitions. It is coordinated by the European Ombudsman Office.

The public hearing ‘A reflection on the EP Committee on Petitions and the petitions’ systems of third countries’ focuses on the analysis, comparison and best practices of the EU petitions’ system and of the petitions’ systems of selected non-European countries.

Less than a year before the European elections, and in the context of an ongoing process of reforming the European Parliament, the Committee on Petitions believes it is timely and appropriate to organise a hearing to analyse, compare and present best practices between the EU petitions' system and selected non-EU countries with shared democratic values. The aim of the hearing is to look at the legal, institutional and procedural framework and to exchange best practices between the EU system and these countries. Moreover, this hearing is an opportunity to gather evidence on how citizens can bring forward their concerns and problems through petitions to their elected representatives and institutions, and to share best practices that could inspire the EU system to become more efficient and ever closer to the citizens.

El Ararteko admitió a trámite dos quejas en las cuales se denunciaban problemas relacionados con el Registro Civil de Bilbao. Una se refería a la inexistencia de citas para realizar un trámite relacionado con la nacionalidad de un menor de 2 años y la otra a los problemas para poder solicitar cita presencial en la página web www.justizia.eus, en el plazo requerido por el Ministerio de Justicia para realizar el trámite de juramento de la nacionalidad, así como el trato inadecuado recibido por personal del Registro Civil de Bilbao.

El Ararteko solicitó la colaboración del Departamento de Igualdad, Justicia y Políticas Sociales del Gobierno Vasco que le explicó las causas del problema y describió las medidas planificadas por el Departamento para solucionarlo tanto a corto como a medio plazo.

En consecuencia, el Ararteko emitió dos resoluciones dirigidas a la administración trasladándole, por un lado, la necesidad de ofrecer disculpas a la persona reclamante por el trato inadecuado dispensado por el personal de la oficina del Registro y, por otro, en virtud del interés superior del menor, la necesidad de atender de forma inmediata la tramitación de la nacionalidad del niño con objeto de facilitar el reconocimiento de la unidad familiar y el acceso a ayudas y servicios públicos evitando así situaciones de posible vulnerabilidad. En las citadas resoluciones, el Ararteko mostró su satisfacción por las medidas descritas y planeadas por el Departamento si bien señaló que realizaría un seguimiento dada su progresiva implantación.

Al tiempo, el Ararteko estimó oportuno destacar las siguientes reflexiones en relación con la atención que las administraciones dispensan a la ciudadanía mediante servicios públicos electrónicos:

- Previamente a la ejecución y desarrollo de proyectos tecnológicos de transformación y organización interna, la administración debe identificar el posible impacto que dichos proyectos tendrán en los derechos de la ciudadanía y ello con objeto de evitar discriminaciones y facilitar el acceso igualitario a unos servicios públicos de calidad sin crear barreras e impedimentos.

- La transformación tecnológica de sistemas informáticos de la administración y la organización de recursos humanos o ausencia de personal no puede conllevar una falta de atención presencial o incluso trato inadecuado a aquellos/as ciudadanos y ciudadanas que desean ejercer sus derechos o cumplir sus obligaciones.

- Los servicios públicos ofrecidos a la ciudadanía a través de medios electrónicos deben ser accesibles, intuitivos, efectivos, eficientes y no discriminatorios. Además, deben acompañarse de canales de orientación y atención ciudadana que faciliten su uso a fin de no crear barreras digitales para la población.

- La cita previa debe ofrecerse como una alternativa voluntaria para la ciudadanía, sin imponerse para todos los trámites y procedimientos. Además, debe facilitarse su solicitud en las propias dependencias de la administración, sin habilitar única y exclusivamente medios electrónicos para su solicitud.

Il Presidente del Coordinamento Nazionale dei Difensori Civici italiani Marino Fardelli, ha espresso nei giorni scorsi parole di profonda solidarietà al collega Ombudsman di Israele, Matanyahu Englman, in seguito agli atroci attacchi terroristici che hanno colpito Israele.

In una lettera di risposta, il signor Englman ha ringraziato il Presidente italiano per le sue gentili parole, sottolineando che “Israele è stato vittima di un atroce atto di terrorismo. Gli uomini, le donne, gli anziani e i bambini israeliani hanno subito e continuano a subire atti di barbarie indicibili, tra cui fucilazioni indiscriminate, decapitazioni, stupri e rapimenti, che richiamano i tempi oscuri dell’Olocausto”.

Il Presidente italiano ha ribadito il suo sostegno e la sua solidarietà al popolo israeliano in questo momento di profonda sofferenza, sottolineando l’importanza di avere amici all’estero che sono al loro fianco di fronte a tali atti di odio.

Il Presidente del Coordinamento Nazionale dei Difensori Civici italiani si unisce a Matanyahu Englman nel condannare questi atti di violenza inaccettabili e continua a offrire il proprio sostegno e la solidarietà al popolo israeliano in questo momento difficile.
