El Ararteko quiere mostrar su más rotunda condena a los ataques con pintura negra contra el monolito que recuerda el asesinato por ETA de Fernando Buesa y de Jorge Díez, así como contra el panteón familiar de Fernando Buesa.

Estas graves muestras de intolerancia y de inhumanidad suponen un ataque a la convivencia democrática y, en especial, a todas las víctimas del terrorismo.

The Case

Residents spoke to the Office of the Ombudsman regarding trenching works on Triq il-Qrendi in Zurrieq and the road linking Zurrieq to Qrendi and Imqabba. The residents highlighted that trenches were filled in, but the road was not re-tarmacked, leaving it in a poor state.

The Ombudsman decided to investigate the case on his own initiative.

The Investigation

Representatives from the Office of the Ombudsman conducted an on-site inspection to verify the concerns raised. The inspection revealed that although trenches were filled in, the original state of the road was not fully reinstated. The trenches were not sealed with tarmac, meaning a bout of heavy rain could cause them to reopen, posing a risk to all who utilise this essential route between Zurrieq and Qrendi.

The Ombudsman, Judge Emeritus Joseph Zammit McKeon, wrote a letter on 28th August 2023 to Infrastructure Malta, Transport Malta, Enemalta, Water Services Corporation and the area’s Local Councils, seeking clarity on the body responsible for the road works. The Minister for Transport, Infrastructure and Capital Projects, the Minister for Public Works and Planning and the Minister for Environment, Energy and Enterprise were also copied.

Infrastructure Malta responded, stating they were not overseeing this roadworks.

Upon further enquiry, Transport Malta disclosed to the Ombudsman’s Office that they had authorised works either by or on behalf of Enemalta. They also indicated that liaison issues had hampered progress, prompting them to engage with contractors to expedite the task.

Recommendations

The Ombudsman recommended:

1. The roadworks on Triq il-Qrendi must be completed within a month to eliminate user hazards.
2. Whenever such projects are initiated, clear signage should be displayed indicating the responsible body and providing project details.

Outcome

Transport Malta informed the Office of the Ombudsman that the roadworks would be finished by Saturday, 7th October 2023.

The Office of the Ombudsman subsequently confirmed the completion of the works.

Following the recommendation about informational signage, on 5 September 2023, it was announced that billboards would be erected at the onset of road works, providing the public with pertinent details about the project.

Ombudsman Judge Emeritus Joseph Zammit McKeon was interviewed by Dr. Mario Thomas Vassalo, Head of the Public Policy Department (FEMA) at the University of Malta.

During the interview, the Ombudsman addressed questions regarding his role and other issues related to public administration.

La coordinadora general de la Red de Defensorías de Mujeres (RDM) de la Federación Iberoamericana del Ombudsperson (FIO) y adjunta de Igualdad y Violencia de Género, Beatriz Barrera, intervino en la XXVII Asamblea de la FIO celebrada como conclusión del XXVII Congreso de la Federación.

Durante el encuentro se presentó el informe de actividades de 2023, y el plan de trabajo para el 2024 aprobado en la reunión del pasado martes 3 de octubre.

Barrera señaló que “tanto en el Informe de 2023 como en el plan de trabajo para el 2024 se refleja que nuestra Red de Defensoría de Mujeres (RDM) cumple con los objetivos para los que fue creada”. En esta misma línea, añadió que “desde la RDM se trabaja para eliminar los obstáculos que existen para que las mujeres puedan ocupar en la sociedad el lugar que les corresponde en términos de paridad y para erradicar cualquier forma de violencia contra mujeres y niñas que se produzcan en los Estados que constituyen la FIO”.

La coordinadora general insistió en la idea de que “no se pueden normalizar comportamientos que son inaceptables”.

Nei giorni scorsi, l’Ufficio di Presidenza del Coordinamento Nazionale dei Difensori Civici si è riunito in modalità online per esaminare importanti questioni relative al ruolo della difesa civica in Italia. Alla riunione hanno partecipato il Presidente, Marino Fardelli, e i due vice Presidenti, Antonia Fiordelisi e Marcello Pecorari.

Durante la riunione, sono state discusse diverse tematiche che saranno oggetto di ulteriori approfondimenti nelle prossime riunioni del Coordinamento Nazionale. Tra gli argomenti trattati, spiccano:

1. Aspetti Organizzativi Interni: Sono stati esaminati e discussi alcuni aspetti organizzativi interni al Coordinamento Nazionale dei Difensori Civici al fine di migliorarne l’efficienza e la cooperazione tra le varie sedi regionali.

2. Riunione in presenza a Roma: Si è valutata la possibilità di organizzare una riunione in presenza a Roma, programmata per metà dicembre, in concomitanza con la settimana dell’anniversario dei 75 anni dalla proclamazione dei diritti umani. Questo evento rappresenterebbe un’importante occasione per riflettere sulle conquiste e le sfide nella promozione e tutela dei diritti anche in campo della difesa civica.

3. Note di indirizzo sul ruolo e funzioni della difesa civica: È stata avviata la discussione su provvedimenti riguardanti la definizione di note di indirizzo sul ruolo e le funzioni della difesa civica in Italia. Questi documenti avranno l’obiettivo di fornire orientamenti chiari e condivisi per i Difensori Civici aderenti al Coordinamento.

Il Coordinamento Nazionale dei Difensori Civici continuerà a lavorare con impegno e dedizione per promuovere la tutela dei diritti dei cittadini e la trasparenza delle istituzioni.
