„Prävention hält gesund, erspart den Menschen viel Leid und dem Gesundheitssystem Geld für die Heilbehandlung. Dazu bekennen sich in der trockenen Theorie alle. In der Praxis hängt aber viel von Bildung und Einkommen ab“, sagt Volksanwalt Bernhard Achitz anlässlich des Weltgesundheitstags (7. April): „Gesundheitsvorsorge muss man sich leisten können, auch hier gibt es immer noch Zwei-Klassen-Medizin. Immer wieder melden sich Menschen bei der Volksanwaltschaft, weil sie sich zum Beispiel die dringend empfohlene Herpes-Zoster-Impfung nicht leisten können. Empfohlene Impfungen sollten kostenlos sein!“

Impfung kostet 500 Euro

Herpes Zoster, auch als Gürtelrose bekannt, wird durch Viren ausgelöst, die häufig bereits in der Kindheit übertragen werden. Sie tritt meist bei älteren Menschen oder Menschen mit geschwächtem Immunsystem auf. Auch Schwangere und immunsupprimierte Personen haben ein erhöhtes Risiko. Dagegen gibt es eine hochwirksame Impfung, die laut Impfplan Österreich für Über-50-Jährige empfohlen wird. Die Kosten für eine Vollimmunisierung (zwei Dosen) betragen allerdings rund 500 Euro.

In einigen Beschwerden an die Volksanwaltschaft beklagten sich Menschen darüber, dass es für eine Impfung gegen Herpes Zoster keinen Kostenzuschuss gibt. Eine Wienerin gab etwa an, mit über 70 Jahren und aufgrund ihres schlechten Gesundheitszustands zwar in die Risikogruppe zu fallen, sich die hohen Kosten für die Impfung mit ihrer kleinen Pension aber nicht leisten zu können.

Gesundheit darf nicht vom Einkommen abhängen – das muss auch für Vorsorge gelten

Angesichts der hohen Kosten für die Impfung regt die Volksanwaltschaft an, Personen jener Altersgruppe (ab 50 Jahren), für die es eine offizielle Impfempfehlung gibt, sowie für Personen mit erhöhtem Risiko für eine Erkrankung an Herpes Zoster zumindest einen Kostenzuschuss zu gewähren. Volksanwalt Achitz: „Prinzipiell wäre es natürlich auch bei anderen Impfungen sinnvoll, wenn sie für die Menschen kostenlos wären. Gesundheit darf nicht vom Einkommen abhängen – das muss auch für Vorsorge gelten.“

Les faits

M. B. est demandeur d’emploi et souhaite participer à une formation. Il contacte le centre de formation qui acte son inscription.

Il reçoit quelques jours plus tard une convocation du centre de formation lui indiquant les dates et heures de cours.

La formation se tient à 150 km de son domicile, aussi décide-t-il de loger à l’hôtel la veille.

Néanmoins, lorsqu’il se présente au centre de formation, on lui apprend que les cours initialement prévus sont annulés. M. n’a pas été informé de cette annulation et demande un dédommagement pour la réservation de l’hôtel et ses frais de transport.

Il adresse une réclamation au FOREM qui lui indique qu’il a reçu sa demande de formation du centre mais que, suite à un problème interne, elle n’a pas été validée ; raison pour laquelle il n’a pas été prévenu du changement de date.

Le FOREM déplore les désagréments que cette situation lui a occasionnées et lui propose qu’il intègre la prochaine formation.

S’il est satisfait de pouvoir participer à la prochaine formation, il estime que sa demande de dédommagement n’a pas été prise en compte. Il s’adresse donc au Médiateur.

L’intervention du Médiateur

Le Médiateur interpelle le FOREM quant au dossier de M. B. préjudicié par un manque de communication entre le FOREM et le centre de formation.

L’issue de la médiation

Le FOREM consent à rembourser à M. B. les frais réellement engagés. A savoir, une nuitée d'hôtel ainsi que les kilomètres parcourus aller-retour de son domicile au centre de formation.

The Ombudsperson, Maria Lúcia Amaral, met with the Commissioner for Human Rights of the Ukrainian Parliament, Dmytro Lubinets, on 29 March, in Amsterdam, in the margins of the conference on Artificial Intelligence and Human Rights. The meeting allowed to address, in particular, issues related to the Ukrainian community living in Portugal, namely the one received under the special reception programme created by the Portuguese Government in the aftermath of the Russian invasion.

The opening ceremony of the office of the Ombudsman in Thessaloniki took place on Wednesday, March 22, in the presence of representatives of the State, the university community and other authorities.

During his speech, the Minister of Interior, Makis Voridis, referred to the importance of the presence of the Ombudsman in Northern Greece and pledged that the ministry would support the entire effort with staff and resources.

The Greek Ombudsman Andreas Pottakis emphasized that the operation of the Thessaloniki office, which coincides with the completion of 25 years since the establishment of the Authority, marks a new era for the Ombudsman. On April 3 2023, Deputy Commissioner for Human Rights Wojciech Brzozowski met with His Excellency the Ambassador of the Kingdom of Belgium to Poland, Mr. Rik van Droogenbroeck.

During the meeting many issues related to the protection of human rights and freedoms were discussed. The interlocutors exchanged views on prison systems and the rights of prisoners in both countries. Ambassador Rik van Droogenbroeck was interested in the Commissioner's mission to mitigate the consequences of the humanitarian crisis on the Polish-Belarusian border. The state of the rule of law in Poland and the current regulations on the judiciary were also raised. The conversation concerned also issues related to cross-border family disputes.
