Bürgerbeauftragte kommt in den Landkreis

Am Dienstag, den 12. November 2024, findet eine Bürgersprechstunde mit der Bürgerbeauftragten des Landes Baden-Württemberg, Beate Böhlen, im Landratsamt Zollernalbkreis statt. Zwischen 10:00 und 14:00 Uhr können Bürgerinnen und Bürger die Gelegenheit nutzen, persönlich mit der Bürgerbeauftragten ins Gespräch zu kommen. Die Bürgerbeauftragte des Landes Baden-Württemberg freut sich darauf: „Der direkte Kontakt zu den Menschen vor Ort ist mir besonders wichtig.“ Es werde immer wieder der Wunsch geäußert, ein Problem persönlich darzustellen. Mit den auswärtigen Sprechtagen möchte sie daher insbesondere die Bürgerinnen und Bürger erreichen, denen eine Anreise nach Stuttgart zu aufwendig ist.

Die Sprechstunde richtet sich an alle, die Fragen zur Arbeit der Bürgerbeauftragten haben oder Probleme und Anliegen im Zusammenhang mit der Landesverwaltung oder der Polizei klären möchten.

Beate Böhlen setzt sich als unabhängige und neutrale Ansprechpartnerin für Menschen ein, die Konflikte oder Schwierigkeiten mit der öffentlichen Verwaltung des Landes Baden-Württemberg haben. Sie vermittelt zwischen Bürgerinnen und Bürgern sowie Behörden und hilft, Lösungen zu finden und Missstände aufzudecken. Zu ihren Aufgaben gehört auch die Unterstützung bei Beschwerden über die Landespolizei. Darüber hinaus können sich auch Polizeiangehörige mit dienstlichen Anliegen an sie wenden.

Landrat Günther-Martin Pauli freut sich über die Wahl des Zollernalbkreises für die Bürgersprechstunde:
„Mit Dialogen arbeiten wir täglich auf kommunaler Ebene. Für Fragen und Anliegen aus der Bürgerschaft haben wir stets ein offenes Ohr. Wir begrüßen die ergänzende, erstmals stattfindende Fragestunde der Bürgerbeauftragten des Landes bei uns vor Ort.“
 

Wichtiger Hinweis: Eine vorherige Anmeldung zur Bürgersprechstunde ist erforderlich, um eine reibungslose Organisation zu gewährleisten.

Die Bürgerbeauftragte des Landes Baden-Württemberg bietet Bürgerinnen und Bürgern unabhängige und kostenfreie Unterstützung bei Problemen mit den Behörden des Landes Baden-Württemberg. Sie ist außerdem zuständig für Beschwerden über die Landespolizei. Aber auch Polizeiangehörige können sich ohne Einhaltung des Dienstweges an die Bürgerbeauftragte wenden. Anliegen im Bereich der kommunalen Selbstverwaltung, wie etwa Entscheidungen von Gemeinderäten, fallen jedoch nicht in ihren Zuständigkeitsbereich. Today, 24 October 2024, the Ombudsman Peter Svetina welcomed the Minister of Education, Dr. Vinko Logaj. They talked about systemic improvements in the field of upbringing and education, touched on the issue of children with special needs, including in music schools, paid attention to the issue of peer violence and care for children with emotional and behavioural problems, and the Ombudsman drew the minister’s attention to the recommendations made to the ministry in this area made by the institution of the Ombudsman.

"At the Ombudsman, we are advocating for the introduction of inclusive education, which as a right also derives from Article 24 of the Convention on the Rights of Persons with Disabilities, but in Slovenia we are still very far from this," said Ombudsman Svetina in the discussion.

In the 2023 Annual Report alone, the institution of the Human Rights Ombudsman made 10 recommendations to the Ministry of Education, namely in connection with the completion of matriculation with adaptations for children with special needs and disabilities; regarding the consideration of the needs of schoolchildren and the creation of appropriate conditions for the implementation of their lessons at the Poček training ground; regarding appropriate accommodation options in expert centres around Slovenia and the possibility of additional training for staff in them to work with children with emotional and behavioural problems, and other recommendations.

The Ombudsman also recommended that the Ministry of Education and the Ministry of Labour, Family, Social Affairs and Equal Opportunities, in cooperation with other competent authorities, consider the findings and proposals of the 33rd National Children's Parliament and define each finding and proposal and implement them accordingly taken into account in decisions affecting children.

The Ombudsman, Peter Svetina, also emphasised in the conversation that a thorough consideration of the shrinking of curricula is needed, in order to make room for the introduction of the contents of the publication on common goals and their placement in the knowledge catalogues from 2023. There is also a need for a concrete shift to less static and more movement-oriented education. There is also a need for a dialogue with the faculties that train teachers, in order to train them in these skills.

Henrik Bloch Andersen took up the position of temporary Ombudsman on 11 October 2024. He will be acting as Ombudsman until a newly elected Ombudsman is installed. Henrik Bloch Andersen is a High Court Judge and has, furthermore, acted as ad hoc ombudsman in cases where the Ombudsman declared himself disqualified.

At the General Assembly of the European Network of National Human Rights Institutions (ENNHRI), First Deputy Public Defender of Georgia Tamar Gvaramadze was elected as a member of the GANHRI and ENNHRI Board for a term of 3 years. Tamar Gvaramadze will start exercising her powers from March 2025 together with representatives of human rights institutions of Denmark, Germany, Northern Ireland, Ukraine and Slovenia.

In addition, the Public Defender’s Office was elected ENNHRI regional representative in the Bureau of the Global Alliance of National Human Rights Institutions (GANHRI), which is a great achievement for the Office.

ENNHRI and GANHRI's annual activity report, financial reports, new developments and strategic planning process were discussed and priorities for 2025 were agreed upon at the General Assembly held in Brussels on October 28-29, 2024.

The role and functions of human rights institutions in armed conflicts were analyzed, methods of identifying existing challenges were discussed, and information about the activities carried out by the network member organizations was presented at the Conference on the Role and Functions of NHRIs Operating in Situations of Armed Conflicts held on October 29-30.

Mariam Tavdgiridze, Head of the International Relations Division of the Public Defender’s Office also participated in the events in Brussels.

Hoy la Institución de la Valedora do Pobo recibió a varios miembros de la Federación Gallega de Daño Cerebral. Dolores Fernandez Galiño, Valedora do Pobo, mantuvo una reunión con integrantes de la Red  de Ciudadanía Activa de Personas con Daño Cerebral Adquirido que expresaron sus demandas y reivindicaciones. En la reunión estuvo acompañada por el asesor técnico de Inclusión y la asesora técnica de Sanidad de la institución.

Esta actividad forma parte del ciclo de conmemoraciones que la federación realiza  enmarcadas en el Día del Daño Cerebral (26 de octubre) y del Día del Ictus (29 de octubre).
