The Office of the Ombudsman has recently launched new complaint clinics in Cork and Mallow. Staff from the office will visit Citizens Information Centres Cork City and Mallow once a month on the second Wednesday of each month to take complaints from members of the public. Commissioner for Fundamental Rights of Hungary Visits Hajdú-Bihar County Remand Prison

Dr. Ákos Kozma and his staff members conducted an on-site inspection at the Hajdú-Bihar County Remand Prison on 16 November 2023 in the framework of the Optional Protocol to the Convention Against Torture (OPCAT) National Preventive Mechanism (NPM). The Ombudsman was received by Prison Major General, Deputy Director General for Finance and Detention of the Hungarian Prison Service Headquarters János Schmehl, as well as Prison Lieutenant Colonel, Prison Commander László Fazekas.

 


 

During the visit, the Commissioner for Fundamental Rights of Hungary was informed on the operation of the institution with a capacity of 180.
The Ombudsman will draw up a report about the visit.

The Ombudsman’s work in 2022 improved administrative practices, promoted accountability and improved the accessibility of documents for EU citizens, argue MEPs in an annual report.

In their annual report on the activities of the European Ombudsman, MEPs praised the Ombudsman’s Office for promoting high accountability and transparency standards for the EU’s administration. The report was adopted by the European Parliament with 543 votes in favour, 12 against and 64 abstentions.

MEPs underline that the participation of citizens in EU decision-making is important for its legitimacy, and appreciate the Ombudsman’s commitment to foster accountability in EU decision-making, especially in the area of environmental decisions. In its strategic work in 2022, the Ombudsman opened new strategic inquires on ethical issues such as conflicts of interest, ‘revolving doors’, accountability in decision making, access to documents, and fundamental rights.


‘Revolving doors’ and conflicts of interest in focus


In 2022, the Ombudsman continued to investigate how the EU administration deals with so-called ‘revolving doors’ situations of staff moving from EU institutions to the private sector. They also continued a strategic inquiry into how the Commission handles such situations, and an own-initiative inquiry into how the European Central Bank manages them, asking for stricter rules. MEPs encourage the Ombudsman to continue to monitor the Commission’s handling of such cases.

In the past year, the largest percentage of the Ombudsman’s inquiries concerned the Commission, whose administrative activities receive considerable public attention. The Ombudsman opened an own-initiative inquiry to assess how the Commission ensures that its interactions with tobacco industry representatives are transparent, and worked to improve transparency in environmental information related to decision-making. MEPs also underline the importance of thoroughly assessing the conflicts of interest of appointed experts, and ask the Commission to follow the Ombudsman’s suggestions of adopting stronger rules to prevent conflicts of interest.


MEPs welcome transparency-related inquiries


Following the Ombudsman’s inquiry into the Commission’s handling of text messages exchanged between the Commission President and the CEO of a pharmaceutical company on purchasing COVID-19 vaccinesMEPs welcome the resulting recommendations on handling work-related text and instant messages. They also stress that EU institutions must fully comply with these recommendations in order to bring the practices of the EU administration into line with modern communication methods, and find that the failure to subsequently find such text messages amounts to maladministration, as did the Ombudsman.

On public access to documents, MEPs urge the European Commission to improve administrative practices so that it respects the timelines set out by legislators and to demonstrate that transparency is the rule in handling document access requests. They also support the Ombudsman’s call for the Commission to set up a new and separate complaint-handling portal for alleged human rights abuses, and urge the Commission to improve the transparency of documents related to national plans under the Recovery and Resilience Facility (RRF), possibly by establishing a public portal.

In 2022, the Ombudsman also investigated the monitoring of fundamental rights compliance at the Croatian border, and asked European Border and Coast Guard Agency (Frontex) to improve its accountability after conducting a strategic inquiry into its fundamental rights compliance. MEPs urge Frontex to adequately follow up with the Ombudsman’s recommendations.

Volksanwaltschaft für kostenlose Impfungen

„Bei der Volksanwaltschaft melden sich immer wieder Menschen, die sich die Impfung gegen Herpes Zoster, auch Gürtelrose genannt, nicht leisten können. Dafür muss man in der Apotheke 500 Euro hinlegen, obwohl die Impfung für Menschen ab 50 im Impfplan des Gesundheitsministeriums empfohlen wird. Empfohlene Impfungen sollten kostenlos sein“, fordert Volksanwalt Bernhard Achitz anlässlich des „Impftags 2024“ am 20. Jänner. Für das Gesundheitssystem wären die Impfkosten wohl auch billiger als die dadurch vermeidbaren Behandlungskosten.

„Prävention hält gesund, erspart den Menschen viel Leid und dem Gesundheitssystem Geld für die Heilbehandlung. Dazu bekennen sich in der trockenen Theorie alle. In der Praxis hängt aber viel von Bildung und Einkommen ab“, sagt Volksanwalt Bernhard Achitz.

„Gesundheitsvorsorge muss man sich leisten können, auch hier gibt es immer noch Zwei-Klassen-Medizin. Erfreulich ist, dass das Gesundheitsministerium abgekündigt hat, dass das Impfangebot schrittweise erweitert werden soll, Details sind aber noch nicht bekannt. Der Handlungsbedarf ist jedenfalls hoch: So sind etwa auch die HPV-Durchimpfungsraten niedrig, aber die teure Impfung müssen Menschen ab 21 Jahren selbst bezahlen. Zuletzt wurde auch über Keuchhusten-Impflücken und verstärktes Krankheitsaufkommen berichtet. Achitz: „Impfungen müssen nicht nur kostenlos sein, auch der Zugang könnte erleichtert werden, etwa durch öffentliche Impfstraßen mit zentralem Terminmanagement.“

Gürtelrose-Impfung kostet 500 Euro

Herpes Zoster, auch als Gürtelrose bekannt, wird durch Viren ausgelöst, die häufig bereits in der Kindheit übertragen wurden. Sie tritt meist bei älteren Menschen oder Menschen mit geschwächtem Immunsystem auf. Auch Schwangere und immunsupprimierte Personen haben ein erhöhtes Risiko. Dagegen gibt es eine hochwirksame Impfung, die laut Impfplan Österreich für Über-50-Jährige empfohlen wird. Die Kosten für eine Vollimmunisierung (zwei Dosen) betragen allerdings rund 500 Euro. Achitz: „Ich gehe aber davon aus, dass bei zentraler Beschaffung durch die öffentliche Hand die Kosten deutlich geringer ausfallen würden und auch die Handelsspannen für Pharmagroßhandel und Apotheken wegfallen würden.“

Ángel Gabilondo y el padre Ángel mantienen un encuentro en la sede del Defensor del Pueblo

El Defensor del Pueblo, Ángel Gabilondo, y Ángel Garcia (el padre Ángel), fundador y presidente de la ONG Mensajeros de la Paz, han mantenido este jueves un encuentro en la sede de la institución.

En la reunión han abordado el trabajo que se realiza tanto desde el Defensor del Pueblo como en Mensajeros de la Paz en materia de derechos humanos. Ambos han coincidido  en señalar la necesidad de hacer valer la defensa de los derechos humanos, sobre todo de los más vulnerables, desde diversos ámbitos y en todos los aspectos.

En el transcurso del encuentro, Ángel Gabilondo y el padre Ángel trataron la situación de las personas pobres, sin hogar y sin recursos, y los modos de propiciar formas de incorporación a entornos de derechos efectivos.

En la reunión también han estado presentes la directora del Gabinete del Defensor, Isabel Aymerich, y el director general de Mensajeros de la Paz, Sergio Mella.
