Discussing gender stereotypes and sexism in advertising

On Monday, 17 June, representatives of the Ombudsman’s Office invited professionals from the Latvian Advertising Association, the Consumer Rights Protection Centre and the Ministry of Welfare to discuss gender stereotypes and sexism in advertising.

“In our society, there are still many gender stereotypes, and they are sometimes also reflected in advertising in publicly available places. Regular exchange of ideas is a valuable and very necessary step in the context of gender equality and prevention of violence,” Deputy Ombudsman Ineta Piļāne pointed out.

Although various documents have been developed and made publicly available in Latvia (for example, the Code of Ethics for Latvian Advertising Professionals), the participants of the conversation agreed that it would be useful to implement various educational activities that would help advertisers to better understand what content should be avoided in advertisements.

The discussion was another step by the Ombudsman in raising this topic. It is noteworthy that just three years ago there was a discussion on this topic among professionals in the field.

Context

Sometimes advertisements of building materials stores or car repair shops, tire services and even medical institutions include half-naked women who have nothing to do with the business in question. A woman is depicted as one who is unable to make wise decisions without the help of a man. It also happens that half-naked men advertise bread or dental services. It is possible that advertisers have not aimed to offend anyone, but the easiest way has been chosen to address public perceptions. However, such advertisements show defamatory or even discriminatory treatment of one of the sexes.

The Advertising Law stipulates that it is prohibited to express discrimination against a person in advertising based on their race, colour, gender, age, religious, political or other convictions, national or social origin, possession status, or other circumstances. Misleading advertising is prohibited. It is allowed to include in the advertisement only such statements or visual images that do not violate the norms of ethics, humanism, morality, and decency.

Although the Advertising Law does not explicitly refer to the prohibition of stereotypical gender representation or sexism, such norms can be found in international documents binding on Latvia.

La adjunta segunda, Patricia Bárcena, ha asistido este miércoles a la presentación del Informe 2023 del Foro para la Integración Social de los Inmigrantes sobre la situación de las personas migrantes y refugiadas en España.

El acto, que se ha celebrado en la sede de la Representación de Comisión Europea en España,  ha sido inaugurado por la secretaria de Estado de Migraciones, Pilar Cancela, que estuvo acompañada de Vladimir Paspuel, vicepresidente primero del Foro y por Étienne de Perier, de la Representación de la Comisión Europea en España.

Los contenidos del informe fueron presentados por cuatro de los  presidentes de comisiones del Foro (Enrique Barbero, Juan Antonio Segura, Ana María Corral y Ahmed Khalifa) así como por el catedrático emérito de sociología Ramón Flecha.

En el texto de informe se recogen varios de los posicionamientos emitidos por el Defensor del Pueblo en el pasado año.

La adjunta segunda estuvo acompañada de la técnica del Área de Migraciones e Igualdad de Trato, Paloma Favieres.

El Defensor del Pueblo de Navarra pregunta al Gobierno sobre los migrantes de Canarias

El Defensor del Pueblo de Navarra-Nafarroako Arartekoa, Patxi Vera, ha abierto una actuación de oficio con los Departamentos de Derechos Sociales, Economía Social y Empleo y de Vivienda, Juventud y Políticas Migratorias para conocer su disposición acerca de la distribución, entre comunidades autónomas, de las personas migrantes que se encuentran en Canarias.

Esta actuación ha venido motivada a raíz de la petición de colaboración que le ha formulado su homóloga canaria, la Diputada del Común, María Dolores Padrón, ante la crítica situación en que se encuentra el archipiélago por el “flujo constante de personas migrantes que llegan buscando un futuro mejor y más seguro”.

Según la defensora canaria, “las infraestructuras y recursos disponibles en nuestro archipiélago no son suficientes para proporcionar una acogida digna y adecuada a todas estas personas, especialmente a los y las menores no acompañados”.

Como es sabido, ante esta situación, el Gobierno de España ha tomado la iniciativa de promover una modificación de la Ley de Extranjería que garantice una distribución adecuada de las personas migrantes y, en concreto, de los menores de edad entre las diferentes comunidades autónomas.

En la apertura de la actuación de oficio, Vera recuerda que esta problemática viene siendo objeto de análisis y sugerencias en los últimos informes anuales que el Defensor del Pueblo de Navarra ha dirigido al Parlamento de Navarra.

En este sentido, en el último informe anual, de 2023, de forma similar a los de ejercicios precedentes, la institución ha animado a la Administración de la Comunidad Foral de Navarra a que “se continúe con la atención a menores extranjeros no acompañados, mejorando en todo lo posible los programas correspondientes y la coordinación con otras Administraciones competentes, armonizándolos con el desarrollo de los restantes programas del sistema de protección y fomentando especialmente su proceso de integración social”.

En virtud de los artículos 16 y 18 de la Ley Foral 4/2000, de 3 de julio, del Defensor del Pueblo de Navarra, se faculta a esta institución para iniciar de oficio expedientes de supervisión de las actuaciones u omisiones de las Administraciones Públicas de Navarra, en relación con el ejercicio de su misión de defensa y de mejora del nivel de protección de los derechos de los ciudadanos, y, como consecuencia de ellos, formular recordatorios de deberes legales, sugerencias o recomendaciones.

En esta línea, Vera ha solicitado a los Departamentos de Derechos Sociales, Economía Social y Empleo y de Vivienda, Juventud y Políticas Migratorias que informen del posicionamiento del Gobierno de Navarra respecto a su actitud y disposición a la colaboración en la protección de los menores migrantes y la atención, en concreto, de aquellos que lleguen a la Comunidad Foral de Navarra.

The Ombudsperson took part in the commemorations of the International Day in Support of Victims of Torture, organised by the Syndicate of Greuges in Barcelona on 1 July 2024, presenting the paper “The Portuguese penitentiary system and its monitoring by the National Preventive Mechanism”. NPM coordinator Miguel Feldmann was also present.

The International Day in Support of Victims of Torture is celebrated annually on 26 June and is an opportunity to draw attention to this practice, which strikes particularly hard and seriously at the Principle of the Dignity of the Human Person.

2024 marks the 40th anniversary of the Convention against Torture, adopted by the United Nations General Assembly in 1984.
