Die Bürgerbeauftragte des Landes Baden-Württemberg begrüßt die jüngst veröffentlichten Handlungsempfehlungen des Landespolizeipräsidiums zur Modernen Führungs- und Wertekultur. Diese Empfehlungen sind das Ergebnis umfassender Diskussionsveranstaltungen und Interviews, die von der Stabsstelle Moderne Führungs- und Wertekultur durchgeführt wurden.

In einem Zeitraum von November 2023 bis Juli 2024 nahmen über 2000 Kolleginnen und Kollegen der Innenverwaltung und der Polizei an diesen Gesprächen teil. Ziel war es, Verbesserungsmöglichkeiten in der Organisation zu identifizieren und konkrete Handlungsempfehlungen zu formulieren. Die Bürgerbeauftragte hebt hervor, dass diese offene und reflektierte Herangehensweise eine wichtige Grundlage für die zukünftige Entwicklung einer werteorientierten Führungs- und Arbeitskultur darstellt.

Besonders begrüßt die Bürgerbeauftragte die Betonung von Vertrauen, transparenter Kommunikation und einer positiven Fehlerkultur. "Die Einführung einer werteorientierten Führung, die auf Vertrauen, Verlässlichkeit und Vorbildlichkeit setzt, ist ein entscheidender Schritt in die richtige Richtung", so die Bürgerbeauftragte. Auch die Maßnahmen zur Verbesserung der Objektivität und Transparenz bei Personalentscheidungen sowie die Stärkung der Kommunikation zwischen Führung und Basis werden als äußerst positiv bewertet.

Die Bürgerbeauftragte sieht in den Empfehlungen einen systemischen Ansatz, der durch positive Veränderungen der Rahmenbedingungen die Voraussetzungen für eine nachhaltige und werteorientierte Arbeitskultur schafft. Sie unterstützt die geplanten Maßnahmen und fordert eine zügige Umsetzung, um das Vertrauen in die Polizei und die Innenverwaltung weiter zu stärken. Zudem ist die Bürgerbeauftragte überzeugt, dass dieses Papier auch das Verhältnis der Bürgerinnen und Bürger zur Polizei verbessern wird, indem es die Basis für ein respektvolles und vertrauensvolles Miteinander schafft.

"Diese Handlungsempfehlungen sind ein bedeutender Beitrag zur Förderung einer modernen Führungs- und Wertekultur in unserer Polizei und Verwaltung. Wir werden die Handlungsempfehlungen in unserer täglichen Arbeit einsetzten und uns für eine kontinuierliche Verbesserung der Arbeitsbedingungen einsetzen", versichert Böhlen abschließend.

Ombudsman’s opinion on the decriminalisation of drug use in young people under the age of 18

The Ombudsman supports the initiative to decriminalise drug use among young people under the age of 18, as the current criminal penalty does not address the problem: it does not reduce the propensity to use addictive substances and does not cure addiction; on the contrary, it may discourage them to seek help. The decriminalisation of drug use for this target group would not imply the authorisation of drug use.

Ombudsman replies: child’s right to receive information on healthcare in a comprehensible form if the child does not speak the state language?

The Ombudsman has received a question from a mother of a child living in Latvia on whether the doctor should communicate with the child in a foreign language (other than state language) or whether the medical institution is obliged to provide an interpreter if the child does not speak the official language. Short answer: the child has the right to receive information about their healthcare in an comprehensible form according to child’s age and maturity, but the doctor is not obliged to communicate in a foreign language.

On 2 August, we commemorate the last 4,300 Roma and Sinti in the German Nazi concentration camp Auschwitz-Birkenau, who were murdered by the SS on that night in 1944 despite their fierce resistance. In memory of all 500,000 Roma and Sinti murdered in Nazi-occupied Europe, the European Parliament declared this date the European Holocaust Memorial Day for Roma and Sinti in 2015. On August 2, 2024, we will commemorate the 80th anniversary with the last survivors of the Holocaust of Roma and Sinti.

The Ombudsman laid wreaths on behalf of the Government Council for Roma Minority Affairs together with Kateřina Jacques and Lucie Fuková - Government Commissioner for Roma Minority Affairs.

The significant anniversary will grant to the genocide of Roma and Sinti the much-needed visibility and recognition at the European level. Historical memory always implies lived responsibility for the present. Today, 80 years after the end of the war, when we recall the Nazi crimes and the Holocaust, we must simultaneously work for the rule of law and a vivid democracy in the present day.  The world's states are called upon to live up to the legacy of Auschwitz and to take decisive action against these developments.

The commemoration ceremony wasorganized by the Central Council of German Sinti and Roma and the Association of Roma in Poland in cooperation with the Auschwitz-Birkenau State Museum.

El Defensor del Pueblo de Navarra convoca una beca de formación, de duración anual, para personas con grado en Derecho.

El Defensor del Pueblo de Navarra ha aprobado la convocatoria de una beca de formación, de duración anual, para personas con grado en Derecho, con destino en la institución del Defensor del Pueblo de Navarra.

Las bases que rigen la convocatoria se publican se publican en el Boletín Oficial de Navarra de 2 de agosto de 2024.

La beca tendrá una duración de doce meses. La ejecución de la beca requerirá la presencia de las personas beneficiarias en la sede del Defensor del Pueblo de Navarra durante 30 horas semanales.

Las personas interesadas deberán presentar, en el plazo comprendido entre el 3 y el 22 de agosto, ambos inclusive, la instancia y la documentación requerida en el registro del Defensor del Pueblo de Navarra, situado en la calle Emilio Arrieta 12 bajo, 31002, Pamplona-Iruña, o por correo electrónico, en la dirección info@defensornavarra.es.

Giornata del ricordo del genocidio di Sinti e Rom: occasione di memoria e riflessione

Il 2 agosto si ricorda il genocidio della minoranza: “La giornata di commemorazione in ricordo delle sofferenze dei Sinti e dei Rom deve non solo creare consapevolezza, ma anche portare a passi concreti verso la parità di trattamento”, così la responsabile del Centro di tutela contro le discriminazioni Garbin.

Circa 10 anni fa, nel 2015, il Parlamento Europeo ha scelto la data del 2 agosto per introdurre la Giornata europea del ricordo del genocidio di Sinti e Rom: “Per questo ricordiamo in tale occasione 500.000 appartenenti a questa minoranza vittime del nazismo durante la seconda guerra mondiale: il 2 agosto 1944, quindi esattamente 80 anni fa, vennero uccisi gli ultimi Sinti e Rom ancora prigionieri nel campo di concentramento di Auschwitz”, spiega Priska Garbin, responsabile del Centro di tutela contro le discriminazioni dell'Alto Adige: “Tuttavia, nonostante la rielaborazione, la comunità di Sinti e Rom si confronta ancora oggi con stigma sociale e ostilità. I Sinti e i Rom in Alto Adige spesso non si fanno nemmeno riconoscere come tali, per paura di essere discriminati o svantaggiati”.  

Uno dei pregiudizi più noti è che Sinti e Rom siano un popolo nomade senza radici, e inoltre portati a delinquere. “La realtà quotidiana è ben diversa”, sottolinea Garbin: “Sinti e Rom lavorano come gli altri cittadini e la maggior parte di loro vive in appartamento”.

Uno dei 1.000 sinti altoatesini è Radames Gabrielli, presidente dell'associazione bolzanina “Nevo Drom”, che si impegna a promuovere la cultura sinta e a farla conoscere in provincia. La sua famiglia è arrivata in Italia nel XIX secolo e Gabrielli porta avanti questa eredità nella 5a generazione. Per preservare la cultura e la lingua dei Sinti, che si tramandano solo oralmente, la famiglia Gabrielli vive insieme in una microzona a Bolzano, appositamente prevista per la minoranza. Una sua preoccupazione è la definitiva assegnazione dell’area di viale Trento a Bolzano dove la sua famiglia vive provvisoriamente da 14 anni. “I colloqui in merito con le autorità locali e provinciali competenti vanno avanti da anni, ma non si è ancora trovata una soluzione definitiva”, così Gabrielli.

Conclude Garbin: “Resta da augurarsi che questa giornata di commemorazione in ricordo delle sofferenze dei Sinti e dei Rom non solo crei consapevolezza, ma porti anche a passi concreti verso la parità di trattamento”.
