Les 24 et 25 juin 2025, l’AOMF a organisé à Tirana, en collaboration avec l’Association internationale des procureurs et poursuivants francophones (AIPPF), un séminaire dédié à « La protection des lanceurs d’alerte dans la lutte contre les atteintes à l’intégrité dans les services publics et la corruption : regards croisés des médiateurs et des procureurs ». Cette rencontre a permis un échange riche entre deux réseaux institutionnels clés de l’espace francophone et a été rendue possible grâce au soutien de l’Organisation internationale de la Francophonie (OIF), présente à l’événement. La réussite de cette rencontre est également le fruit de l’engagement logistique de l’Avocat du peuple albanais, institution membre de l’AOMF, qui a une nouvelle fois témoigné son attachement aux travaux de l’association.

À l’issue des échanges, les participants ont adopté la Déclaration de Tirana, qui réaffirme le droit de toute personne à signaler en toute sécurité des faits répréhensibles et la nécessité de protéger les lanceurs d’alerte contre les représailles.
Ce texte souligne également le rôle essentiel des médiateurs et des procureurs dans la prévention de la corruption et la promotion d’une gouvernance transparente et responsable. Elle appelle à renforcer la coopération entre ces institutions et à promouvoir une culture commune de l’intégrité publique.

Par cette déclaration, l’AOMF et l’AIPPF rappellent que l’alerte est un acte citoyen au service de l’intérêt général, et que sa protection constitue un devoir collectif essentiel au renforcement de l’État de droit et de la confiance des citoyens dans les institutions publiques.

Denmark’s seven partly closed residential institutions for children and young people should do more to ensure that the institutions have sufficient knowledge of the special rules and legal safeguards that apply when force is used in these institutions.

This appears from the Ombudsman’s new thematic report on institutions for children after carrying out monitoring visits to Denmark’s seven partly closed residential institutions and partly closed wards in residential institutions.

For instance, the institutions have a special right to detain the children and young people by locking outer doors and windows for periods of time. There is also more extended access to physically restraining a child or a young person.

‘Physical restraint and detainment are severe interventions in relation to children and young people. It is therefore important that the institutions ensure that they have sufficient knowledge of the special rules and procedural guarantees that apply to such interventions’, says Parliamentary Ombudsman Christian Britten Lundblad.

Must inform of rights 

In the report, the Ombudsman also points out that the institutions must generally become better at informing the young people and their parents about their rights in relation to the use of force and other interventions in the right to self-determination and about their right to complain.

It is the Ombudsman’s impression that staff at the visited institutions were generally committed and reflective in the cooperation with the children and the young people. And that the institutions were focused on reducing the use of force, for instance by means of de-escalating behaviour and dialogue with the young people.

The Ombudsman chose to focus on the partly closed residential institutions and wards precisely because of the special rules applying to the use of force in these institutions and wards and because recent years have seen several instances of critical mention of conditions in partly closed institutions.

The Ombudsman will discuss his recommendations and a number of other observations from the monitoring visits with, respectively, the Ministry of Social Affairs and Housing and the Ministry of Children and Education.

El Defensor del Pueblo, Ángel Gabilondo, se ha reunido este miércoles, en la sede de la institución, con la Defensora del Pueblo Europeo, Teresa Anjinho, que se encuentra esta semana de visita en España.

Se trata del primer encuentro entre ambos defensores desde que Teresa Anjinho fuera nombrada Defensora del Pueblo Europeo el pasado mes de diciembre, tras conseguir el respaldo del Parlamento Europeo.

Ángel Gabilondo y Teresa Anjinho se han comprometido a estrechar las ya existentes vías de colaboración entre las dos instituciones que presiden, han reafirmado su voluntad de continuar trabajando en defensa de los derechos y libertades ciudadanas.  Además de su compromiso por impulsar la Red Europea de Defensores del Pueblo.

En la reunión han analizado algunos de los asuntos sobre los que trabajan ambas instituciones y que, en algunos casos, llegan al organismo europeo desde España.

El Defensor del Pueblo Europeo es una institución independiente e imparcial encargada de garantizar que las agencias de la Unión Europea (UE) atiendan a la obligación de rendir cuentas, así como a promover la buena Administración. Esta institución europea examina las reclamaciones de la ciudadanía sobre la actuación de los órganos de la UE, incluidos el Parlamento Europeo, el Consejo de la Unión Europea, la Comisión Europea y todas las agencias de la UE.

Antes del encuentro con el Defensor del Pueblo, Teresa Anjinho mantuvo una reunión con diversas ONGs -Ecologista en Acción, BirdLife y WWF Adena-, a la que asistieron técnicos del Gabinete del Defensor del Pueblo y del Área de Medio Ambiente y Ordenación del Territorio de Defensor del Pueblo. En este encuentro también participó la subdirectora de Comunicación de la Defensora del Pueblo Europeo.

Presentato in Consiglio regionale del Lazio il progetto che porta il Difensore civico tra gli studenti per promuovere legalità, partecipazione e consapevolezza dei diritti

Si è svolta mercoledì 22 ottobre presso la Sala Di Carlo del Consiglio regionale del Lazio, la presentazione ufficiale del progetto “Il Difensore Civico tra i banchi di scuola”, un’iniziativa promossa dal Difensore civico della Regione Lazio, in collaborazione con il Consiglio regionale del Lazio, volta a diffondere tra i giovani la conoscenza dei diritti dei cittadini, delle istituzioni di garanzia e degli strumenti di tutela previsti dall’ordinamento.

Ad aprire i lavori è stato Marino Fardelli, Difensore civico della Regione Lazio e Presidente del Coordinamento nazionale dei Difensori civici delle Regioni e delle Province Autonome italiane, che ha evidenziato l’importanza di un progetto che guarda al futuro:

“Portare il Difensore civico nelle scuole significa seminare cultura della legalità, del rispetto e della partecipazione civica. È un modo per far comprendere ai giovani che il rispetto delle regole non è un limite, ma una garanzia di libertà e giustizia per tutti”.

L’evento, caratterizzato da un forte spirito di collaborazione interistituzionale, ha visto la partecipazione di numerosi rappresentanti delle istituzioni regionali:

Antonello Aurigemma, Presidente del Consiglio regionale del Lazio e della Conferenza delle Assemblee Legislative delle Regioni e delle Province Autonome italiane;

Civita Di Russo, Vice Capo di Gabinetto Vicario del Presidente della Regione Lazio;

Pasquale Ciacciarelli, Assessore regionale del Lazio;

Luciano Mario Crea, Presidente della V Commissione Cultura, Spettacolo, Sport e Turismo;

Luciano Nobili, Presidente della Commissione Speciale PNRR e grandi eventi.

Tutti i relatori hanno sottolineato come l’educazione civica, la conoscenza dei diritti e la partecipazione attiva alla vita democratica rappresentino pilastri fondamentali per la formazione dei cittadini di domani.

A portare la loro testimonianza e sensibilità sul tema sono intervenuti anche ambassador del progetto, provenienti dal mondo della cultura, della ricerca e dello spettacolo:

Sara Manfuso, opinionista televisiva, che ha evidenziato come la comunicazione possa e debba avere un ruolo educativo e sociale;

Giulia Paolella, dottoranda di ricerca ed ex partecipante al programma televisivo “La pupa e il secchione”, che ha raccontato la sua esperienza di crescita personale e il valore del merito e dell’impegno;

Carlotta Delicato, chef e vincitrice di “Hell’s Kitchen Italia”, che ha ricordato come anche attraverso la cucina e la creatività si possa trasmettere il senso della disciplina, della cooperazione e del rispetto delle regole.

A chiudere i lavori, gli interventi di Fabio Tagliaferri, Presidente ALES, e Edith Gabrielli, Direttrice Generale dell’Istituto VIVE (Vittoriano e Palazzo Venezia), che hanno posto l’accento sul legame tra arte, cultura e diritto come leve di emancipazione e crescita sociale:

“Educare alla cittadinanza significa anche educare alla bellezza, alla responsabilità collettiva e alla tutela del patrimonio comune. L’arte e la cultura sono strumenti potenti per promuovere una società più consapevole e solidale”.

Il progetto “Il Difensore Civico sui Banchi di Scuola” rappresenta il primo passo di un percorso educativo itinerante che coinvolgerà istituti scolastici di ogni ordine e grado in tutte le province del Lazio. Attraverso incontri, laboratori e momenti di confronto, gli studenti potranno dialogare direttamente con il Difensore civico e con esperti del settore, approfondendo temi legati ai diritti fondamentali, alla giustizia sociale, alla partecipazione civica e all’etica pubblica.

L’obiettivo è formare cittadini consapevoli, capaci di riconoscere e difendere i propri diritti, ma anche di rispettare i doveri che garantiscono la convivenza democratica.

The Ombudsman sent a letter to the Government following the persistent lack of action by Infraestruturas de Portugal, S.A. (IP) in controlling environmental noise in the transport infrastructure under its responsibility.

Infraestruturas de Portugal, S.A. has not yet prepared or submitted a significant part of the strategic noise maps and action plans for the 2021-2026 control cycle, which is therefore compromised.

According to the report ‘Noise control: Planning, managing and raising awareness – 2025’, recently released by the Ombudsman, the company had only completed the mapping of less than 5% of the road sections (16 out of 339) and 20% of the railway sections (13 out of 65) under its responsibility.

The Ombudsman argued that such inaction, which compromises the identification and assessment of problems that give rise to a significant number of complaints, results in indifference to the fundamental rights of citizens, namely to health, rest, tranquillity and a healthy environment.

Concern was also expressed about the fact that the company is postponing the resolution of excessive noise situations until the approval of planning documents that should already have been approved. This attitude transfers the costs of inaction to citizens, leaving them not only unprotected but also with no prospect of an effective response to their legitimate complaints.

In a letter addressed to the Secretary of State for Infrastructure, the member of the Government responsible for overseeing the company, the Deputy Ombudsman requests that clear guidelines be set for the Board of Directors of Infraestruturas de Portugal, S.A., to:

Complete, by the end of the first half of 2026, all strategic noise maps that are still missing; and

Assess and respond in a concrete manner to each complaint submitted, carrying out acoustic measurements and implementing mitigation measures whenever necessary.
