La síndica convoca a Gobierno y ayuntamientos a una cumbre para abordar el problema del sinhogarismo

El objetivo de la cumbre es establecer unas nuevas bases para gestionar eficazmente el problema del sinhogarismo y los asentamientos urbanos

La institución ha constatado un crecimiento significativo de personas en situación de extrema vulnerabilidad que viven en la calle, así como la preocupación de los vecinos por el deterioro del espacio público

El encuentro tendrá lugar el 11 de diciembre y se ha convocado a los municipios y entidades de la región metropolitana. Más adelante se ampliará a otras ciudades de todo el país
 

La síndica de greuges de Cataluña, Esther Giménez-Salinas, ha convocado una cumbre institucional para tratar el fenómeno del sinhogarismo y los asentamientos urbanos. La reunión se celebrará el jueves 11 de diciembre en la Sala Pau Gil, del Recinto Modernista de Sant Pau, y se espera la asistencia de miembros del Gobierno de Cataluña, alcaldes y alcaldesas de la región metropolitana de Barcelona, así como representantes de la Mesa de Entidades del Tercer Sector Social. La voluntad es extender el modelo a otras ciudades en el futuro, promoviendo una mayor colaboración y coordinación entre todas las instituciones para encontrar soluciones efectivas que mejoren la vida de las personas sin hogar.

A partir de las quejas recibidas en el Síndic de Greuges el último año, se ha constatado el aumento de la extrema situación de vulnerabilidad de las personas que viven en la calle; la preocupación y la incomodidad de la ciudadanía ante la transformación del espacio urbano, y la dificultad de obtener respuestas eficaces de las administraciones para combatir este fenómeno.

En palabras de la síndica, "el sinhogarismo es una problemática cada vez más presente en nuestras ciudades y es necesario realizar un esfuerzo conjunto para darle respuesta". Por eso, la cumbre se propone abordar tres objetivos principales: compartir un diagnóstico conjunto a partir de los datos más recientes sobre este fenómeno; formalizar un compromiso colectivo para definir y desarrollar actuaciones a escala local y regional metropolitana, y constituir grupos de trabajo con representantes de las diferentes administraciones que, bajo la dirección del Síndic de Greuges, elaboren en un breve plazo las bases del acuerdo propuesto por la síndica.

Questo confronto è fondamentale e ci permette di condividere esperienze e rafforzare le nostre istituzioni di garanzia e dare voce con maggior forza ai cittadini italiani e europei. Come Difensore Civico dell’Abruzzo porto l’impegno quotidiano di un territorio che crede nella tutela nei diritti nella trasparenza e nella vicinanza delle persone alle istituzioni. Ringrazio per questa preziosa occasione di dialogo e confronto europeo il coordinatore nazionale Marino Fardelli e i colleghi che hanno condiviso con me questo momento. Nell’odierno mio intervento o evidenziato come sia assolutamente importante che anche l’Italia si doti di un Difensore Civico nazionale e che le norme di riferimento anche a livello europeo possano essere uniformate. Parliamentary Ombudsman moderates ENO workshop on environmental complaints

The Parliamentary Ombudsman, Judge Joseph Zammit McKeon, moderated the workshop specifically dedicated to environmental complaints during the European Network of Ombudsmen meeting in Brussels. The session brought together experts from the European Commission and ombudsman institutions to examine how oversight bodies can better address environmental grievances across the EU.

Dr Dijana Možina Zupanc, Deputy Ombudsman of Slovenia, served as rapporteur. Experts from the European Commission, Stephanos Ampatzis from DG Environment and Lucile Le Breton from DG Justice, provided technical input and addressed questions raised throughout the discussion.

Environmental law remains central to the EU agenda as the Union moves towards ambitious climate and biodiversity targets. The workshop examined how complaints, whether submitted to national or regional ombudsmen or directly to the European Commission, are critical for ensuring that environmental obligations are enforced. Participants shared experiences involving environmental impact assessments, unauthorised development in protected areas, access to environmental information, air and noise pollution issues, and failures to implement EU directives effectively.

Across jurisdictions, similar patterns emerge. Many cases are marked by limited access to information, environmental assessments that lack depth, outdated industrial installations that fail to meet current standards, slow inspection processes, and weak coordination between authorities. Participants noted that environmental problems rarely stop at national borders, making cross border cooperation between ombudsman institutions increasingly important.

The workshop also explored the strong link between environmental protection and human rights. A clean and healthy environment is now widely recognised as a prerequisite for health, dignity and safety. Recent decisions by international courts have confirmed that insufficient state action on environmental matters may constitute a breach of human rights. This growing recognition reinforces the role of ombudsman institutions in safeguarding both good governance and environmental rights.

Greenwashing was another topic of concern. Participants discussed the need for stronger scrutiny of misleading environmental claims by companies, and the challenges posed by inconsistent enforcement. The European Commission’s Vademecum on Environmental Complaints, developed with ENO’s contribution, was highlighted as a valuable tool to help oversight bodies navigate EU law and identify good practices.

The discussion placed emphasis on stronger cooperation. Participants agreed that parallel or coordinated inquiries across Europe can reveal systemic issues, increase the visibility of findings and strengthen the impact of recommendations. They also noted that environmental recommendations often require long term action, making persistent follow up essential.

The workshop closed with a call to reinforce enforcement structures, improve public awareness of environmental rights and enhance coordination between ombudsman institutions, regulators and EU bodies. Participants agreed that environmental protection and climate action demand sustained commitment, and that oversight institutions have an important role in supporting a rights-based approach to environmental governance.

The conclusions of the workshop were presented by Dr Dijana Možina Zupanc, Deputy Ombudsman of Slovenia, during the closing session of the ENO conference, and will be followed up at the next ENO meeting in Malaga in January 2026.

25-N: Alzamos la voz ante la violencia hacia las mujeres y las niñas

En este 25 de noviembre, el Defensor del Pueblo andaluz alza la voz para recordar que la violencia contra las mujeres y las niñas es, ante todo, una gravísima vulneración de derechos humanos.
 

En una declaración institucional con motivo de la conmemoración hoy del Día Internacional de la Eliminación de la Violencia contra las Mujeres, el Defensor del Pueblo andaluz en funciones, Jesús Maeztu, ha señalado que la Asamblea General de Naciones Unidas nos recuerda que no se trata de un problema privado, sino de una manifestación de relaciones de poder históricamente desiguales y de una violación directa del derecho a la vida, a la integridad física y moral, a la libertad y a la seguridad de las mujeres.

Esta Institución condena con toda firmeza los asesinatos por violencia de género, doce en Andalucía en lo que va de año. 

Cada mujer asesinada es una vida arrancada, una familia rota, unos hijos e hijas marcados para siempre, y una herida abierta en nuestra democracia. No hay neutralidad posible: frente a la violencia machista solo cabe la respuesta clara de la ley, de las instituciones y de la sociedad en su conjunto, reforzando todos los sistemas de prevención, protección, persecución penal y reparación a las víctimas.

Este año, la campaña de Naciones Unidas nos convoca a UNiTE to End Digital Violence against Women and Girls / UNETE para poner fin a la violencia digital contra las mujeres y las niñas, recordándonos que el espacio digital reproduce y amplifica las violencias machistas: acoso, amenazas, extorsión, difusión no consentida de imágenes, campañas de odio o silenciamiento de las mujeres en el debate público. Defender los derechos humanos hoy exige también garantizar que los derechos que protegen a las mujeres fuera de la red se respeten plenamente dentro de ella.

El Defensor del Pueblo andaluz reafirma su compromiso de vigilar la actuación de los poderes públicos, escuchar a las víctimas y sus familias, y exigir políticas integrales, dotadas de recursos suficientes, que avancen hacia la erradicación de todas las formas de violencia contra las mujeres. Defender los derechos de las mujeres es defender el núcleo mismo de los derechos humanos y de la igualdad sobre la que se asienta nuestro Estado social y democrático de derecho.

En este 25 de noviembre renovamos ese compromiso y llamamos a toda la sociedad andaluza a hacerlo suyo, cada día del año.
