Fewer Worries for Foreigners Registered with the Employment Office: Ombudsman Secures Access to Health Insurance

The New Year has brought good news for foreigners holding a so-called non-dual employee card. If they are registered with the Employment Office, they are now entitled to public health insurance paid by the state. Foreigners with dual employee cards gained this entitlement earlier. The Ombudsman advocated for equal treatment of holders of both types of employee cards.

From January 1, the difference in how health insurance is paid for foreigners registered with the Employment Office has been eliminated. Whether they hold a dual or non-dual employee card, in both cases their health insurance is now covered by the state. The negotiations with the Ministry of Health that led to this change were initiated by Ombudsman Stanislav Křeček.


"The Ministry of Health, and health insurance companies in particular, must treat foreigners seeking employment equally—regardless of the type of employee card they hold. This follows from binding European Union legislation. I appreciate that the Ministry supported my position and quickly negotiated the practical arrangements with the insurance companies,” said Ombudsman Stanislav Křeček.


Referring to cases of foreigners with employee cards who were registered with the Employment Office after losing their jobs, Křeček added: "In accordance with the interpretation of EU law, they received unemployment benefits. However, they were surprised to find that they did not have health insurance. I reviewed the entire situation and concluded that their insurance should be paid for by the state."

A word from the Ombudsman

Welcome to the 9th edition of our newsletter, and happy New Year!

2026 is a special year for the office, marking the 20th anniversary of the Public Services Ombudsman for Wales. It’s a milestone that gives us the chance to reflect on two decades of supporting fairness, learning from complaints, and promoting trust in public services across Wales.

We ended 2025 with a busy period of public interest reports, particularly focusing on housing and healthcare issues, including four reports on social housing matters. In November, we launched a consultation into a proposed  own initiative investigation on social housing disrepair, damp, and mould, which closed at the start of December.

We also saw the publication of key Senedd reports on our work – our annual scrutiny report and the review of the Public Services Ombudsman (Wales) Act 2019 – and we will highlight the main points from these in this edition.

As always, we will provide updates on Code of Conduct referrals, our complaints standards work, and our outreach activities. We hope this edition gives you a clear picture of the impact of our work and the progress we are making to improve public services across Wales. Here’s to 2026!

Il Difensore civico della Regione Umbria, Fabrizio Schettini ha incontrato stamani a Palazzo Cesaroni il presidente di Anci Umbria, Federico Gori, accompagnato dal direttore, Silvio Ranieri.

Tra i diversi punti toccati nel corso della riunione, quello definito “prioritario” riguarda la stipula di un protocollo tra ANCI, Difensore civico regionale e Assemblea legislativa, e la possibilità di stipulare convenzioni tra l’Istituto del Difensore civico ed i Comuni umbri (legge regionale 30/2007), ma anche e soprattutto per iniziare un proficuo percorso di collaborazione al fine di coadiuvare gli Enti locali nei rapporti tra questi ed i cittadini. 

A tal proposito, il Difensore civico umbro, Schettini ha sottolineato “il numero crescente di richieste di intervento formalizzate a questo Ufficio con riferimento a problematiche con gli Enti locali” rimarcando così “la necessità urgente di intraprendere percorsi finalizzati alla formalizzazione di convenzioni attraverso l’Anci regionale e a intraprendere percorsi volti all’attivazione di progetti che favoriscano la diffusione della funzione di difesa civica”. 

Dopo aver sottolineato che “la figura del Difensore civico è una garanzia di tutela per i cittadini e un valido supporto per le amministrazioni locali perché aiuta a migliorare i procedimenti, prevenire il contenzioso e rafforzare la qualità dell’azione amministrativa”, il presidente Anci-Umbria, Gori ha definito il protocollo proposto “un’opportunità concreta per avvicinare i Comuni ai cittadini, costruendo procedure chiare e condivise per l’accesso, la presentazione delle istanze e le modalità di esame delle richieste. Come ANCI Umbria – ha assicurato - vogliamo accompagnare i Comuni in questo percorso, soprattutto quelli più piccoli e delle aree interne, per rendere questo servizio realmente vicino alle persone e omogeneo su tutto il territorio regionale”

Mensaje institucional por el accidente ferroviario de Adamuz (Córdoba)

El Defensor del Pueblo Andaluz en funciones, Jesús Maeztu, expresa su profundo dolor por el grave accidente ferroviario ocurrido en el término municipal de Adamuz (Córdoba) en la tarde-noche del 18 de enero, con un balance provisional de al menos 39 personas fallecidas y más de un centenar de personas heridas, varias de ellas de gravedad.

El Defensor traslada en primer lugar, su pésame más sentido a las familias y seres queridos de las víctimas, así como el apoyo a todas las personas afectadas.

El Defensor agradece el trabajo de los equipos de emergencia, sanitarios, fuerzas y cuerpos de seguridad, personal ferroviario y de protección civil, que están interviniendo desde el primer momento en un escenario de enorme complejidad, así como las muestras de solidaridad de la ciudadanía de Adamuz desde el primer instante. La activación de los dispositivos de respuesta y coordinación, incluido el Plan Territorial de Emergencias de Protección Civil en Andalucía para Córdoba, está siendo esencial para salvar vidas y atender a los heridos.

En estas horas, la prioridad debe seguir siendo la atención integral a las víctimas y a sus familias: asistencia sanitaria, apoyo psicológico, información veraz y accesible, y un trato respetuoso en todos los procedimientos de identificación y acompañamiento. En este sentido, se han habilitado líneas de información y atención para familiares y personas afectadas (entre ellas, el teléfono de Adif 900 10 10 20 y el de Iryo 900 001 402), así como puntos de asistencia en estaciones y dispositivos de acogida.

Con el mismo rigor, Jesús Maeztu considera imprescindible que, una vez estabilizada la emergencia, se garantice el esclarecimiento completo de lo ocurrido, con la máxima transparencia y desde los mecanismos de investigación previstos, sobre todo, evitar que una tragedia así vuelva a repetirse. "Nos alienta la cantidad de recursos profesionales puestos a disposición; la colaboración leal de las administraciones y el apoyo de los vecinos y vecinas voluntarios para intentar paliar esta catástrofe", ha enfatizado Maeztu.

Con el fin de acompañar y ofrecer su apoyo ante esta tragedia, el Defensor del Pueblo andaluz ha cancelado su participación en actos públicos durante esta semana, incluida la celebración de las jornadas de Mediación este próximo miércoles 21 de Enero.
