Lo propone il Garante dei diritti, Andrea Nobili, al Direttore dell’Ufficio scolastico regionale, Marco Ugo Filisetti, e al Presidente di Anci Marche, Maurizio Mangialardi. Auspicato anche un monitoraggio della situazione alla luce delle numerose segnalazioni pervenute negli ultimi giorni alla stessa Autorità di garanzia

All’inizio dell’emergenza Coronavirus aveva lanciato un appello a dirigenti scolastici e docenti, affinché nessun ragazzo fosse lasciato indietro con la didattica a distanza. Ora il Garante dei diritti Andrea Nobili si rivolge al Direttore dell’Ufficio scolastico regionale, Marco Ugo Filisetti, e al Presidente di Anci (Associazione Nazionale Comuni) Marche, Maurizio Mangialardi, per rappresentare le numerose segnalazioni ricevute in merito alla difficoltà, incontrate da parte di diversi studenti in condizione di fragilità socioeconomica, nel seguire le lezioni a distanza per mancanza di strumenti informatici idonei. E lancia anche alcune proposte
“In primo luogo – scrive Nobili – l’auspicio è che l’Ufficio scolastico regionale avvii un monitoraggio sull’utilizzo della piattaforma digitale da parte di tutti gli studenti e sui loro bisogni legati alla domanda di apprendimento scolastico”.
Ai Comuni, invece, il Garante chiede la previsione di misure di sostegno a favore delle famiglie più disagiate per l’acquisto degli strumenti informatici e delle connessioni internet, necessari a mettere in atto la didattica a distanza. Suggerisce anche l’adozione di interventi ad hoc, come un accesso libero a internet, a mezzo di reti Wi-Fi gratuite.
“Tenuto conto che non è certo se tale modalità di didattica sia temporanea o se, invece, verrà prolungata – conclude Nobili – ritengo sia molto importante intervenire subito per offrire a tutti gli studenti le medesime opportunità di accesso allo studio, anche in virtù del fatto che molti di loro saranno impegnati, a breve, negli esami finali”.

Excavation Works

The law instructs contractors not to use a mechanical excavator with a hydraulic hammer attachment or a pneumatic drill before 8:00am, between 2:00pm and 4:00pm or after 8:00pm and all day on Sundays and public holidays. 

Exemptions are allowed and further restrictions can be imposed at the discretion of the Building Construction Agency.  No other construction works shall be carried out before 7:00am, or after 8:00pm or on Sundays and public holidays. 

These restrictions follow Legal Notices that were issued a number of years ago.

Queja número 19/3711

Nuestras actuaciones en la queja se iniciaron tras hacernos eco de noticias publicadas en distintos medios de comunicación relativas a la exclusión de un niño, de 9 años de edad, del campamento de verano que organizó el Ayuntamiento de Torremolinos por no poder prestarle asistencia adecuada al estar afectado por un trastorno del espectro autista.

Tras interesarnos por lo sucedido pudimos constatar que la Concejalía de Deportes de dicho Ayuntamiento mantuvo una reunión con el padre del menor y adquirió el compromiso de contratar a un monitor de educación especial que asistiría a su hijo, facilitando de este modo su participación en las actividades del campamento de verano. Una vez contratado dicho profesional el menor pudo asistir con total normalidad.

Finalizamos nuestra intervención en la queja al considerar garantizados los derechos y bienestar del menor con la solución aportada por el Ayuntamiento.

Ombudswoman Lora Vidović initiated an investigation after ten beneficiaries of the Home for the Elderly in Split were infected by the coronavirus. The media reports stated the Croatian Institute for Public Health was not informed when first symptoms appeared, so the Ombudswoman asked the Home director to clarify this information, provide details on the protective equipment used by employees, and other prevention measures being carried out, as well as the ways the beneficiaries who were not evacuated from the premises, were informed on the situation.

Reporting the first symptoms, or even the suspicion, of COVID-19 is the responsibility of every Home, as stipulated by the Instructions for Prevention and Suppression of the COVID-19 Epidemic in Homes for older persons and other institutions in the Welfare System of March 27, 2020. Therefore, the Ombudswoman also requested detailed information from Ministry of Health and the Ministry of Demography, Family, Youth and Social Policy, as well as from the Teaching Institute of Public Health, particularly regarding the need for further clarification or problems reported by the Home in the implementation of these guidelines.

After receiving all relevant information, assessment will be made whether the rights of the infected, but also other beneficiaries, were violated in this case.
