Three priority areas will guide the Agency’s work. It will champion fundamental rights as new EU laws and policies evolve. It will support respect for fundamental rights in existing EU laws and policies. And it will work on cross-cutting actions, such as rights awareness, cooperation and dialogue that will help drive the EU’s goals and vision for fundamental rights.

The Strategic Plan acknowledges future challenges that are likely to affect fundamental rights. These cover such issues as conflict and insecurity, climate change, inequalities, socio-economic change and digitalisation.

Given the complexity of today’s challenges, FRA will strengthen key partnerships. It will continue to support EU institutions and Member States with its evidence-based advice. It will further its close ties with key stakeholders. These include international partners such as the Council of Europe, the United Nations and the Organization for Security and Co-operation in Europe, as well as national and regional human rights bodies, civil society and other human rights defenders.

La síndica de greuges de Cataluña, Esther Giménez-Salinas, ha intervenido hoy en el Pleno del Ayuntamiento de Manresa para presentar el informe de supervisión anual correspondiente al año 2022.

En virtud del convenio que tiene firmado con este ayuntamiento desde el año 2017, la institución del Síndic de Greuges ofrece una atención singularizada a este municipio, que se concreta en cuatro visitas al año para recoger las quejas y consultas de los manresanos. Toda la actividad llevada a cabo a lo largo del año se recoge en un informe, que es el que hoy se ha debatido en el Pleno.

La síndica ha iniciado su intervención hablando de cómo las administraciones locales son las primeras garantes de los derechos humanos: “Los derechos humanos se hacen (o se vulneran), en primer lugar, desde la proximidad, y es desde esa proximidad que es necesario poner los medios para garantizarlos”. Y los datos así lo demuestran: “el 50 % de las quejas se tramitan con ayuntamientos. Por eso son tan importantes los convenios que tenemos firmados con 38 ayuntamientos catalanes, entre ellos Manresa.”

Del informe del año 2022 ha destacado que se ha logrado el mayor número de actuaciones de los últimos años: 322 actuaciones, correspondientes a 119 quejas y 203 consultas. En cuanto al objeto de las quejas, con porcentajes similares al resto de Cataluña, destacan las relativas a políticas sociales (38 %), seguidas de las quejas por temas de consumo (21 %), temas de administración pública y tributos (20 %) y temas de políticas territoriales (16 %).

También se ha hablado de la posición del municipio en relación con dos temas relevantes para la institución, como son la obligatoriedad de la cita previa y el acceso a la información pública.

En cuanto a la cita previa, aunque en muchos servicios el Ayuntamiento de Manresa ha eliminado su obligatoriedad, en 2022, cuando se solicitó la información, seguía siendo un requisito para acceder presencialmente a la Oficina de Atención a la Ciudadanía (OAC). En este punto la síndica ha insistido en que este hecho puede suponer dificultar el acceso a la atención presencial a buena parte de la población, especialmente a las personas mayores o a los colectivos vulnerables.

En el ámbito del acceso a la información pública, si se comparan los resultados con los del año anterior, se constata que el Ayuntamiento mantiene la concentración de fortalezas en tres de los cinco ámbitos en los que se centra el análisis: accesibilidad, comprensión y garantía. Como mejoras futuras, Giménez-Salinas ha pedido que se incluyan en el formulario de solicitud de acceso a la información pública las condiciones de reutilización de la información publicada, y que se incluya en la notificación de la recepción de documentos la información sobre los recursos que pueden interponerse.
