European Parliament’s resolution on minimum income
On 15 March, the European Parliament took a step forward in fighting socio-economic inequality and promoting inclusion, by adopting a resolution on minimum income. The resolution includes a call for an EU Directive on adequate minimum income, which is important to address the current cost of living crisis and ensure equal access to the labour market.

Conference on “Disability Rights, Accessibility and Artificial Intelligence”
This Conference, organised by the Swedish Disability Rights Federation in collaboration with the European Disability Forum, will take place on 31 March at 9.30-17.30 CET in Stockholm and online via Zoom. The conference will address several topics impacting persons with disabilities in the European Union, such as the new AccessibleEU Center, digitalisation, and Artificial Intelligence in the context of disability rights. Equal citizenship for persons with disabilities: an Op-Ed on the European Disability Card
The European Commission is intentioned to propose legislation creating a European Disability Card recognised in all member states. Social protection for people with disabilities in Europe: an analysis of policies in 35 countries
The European Commission has recently published a synthesis report on the access to social protection support by people with disabilities. By looking at 35 countries, this study describes and analyses the provision of disability-specific income support and of selected support services for people with disabilities, recent social protection reforms, national debates on the topic, and identifies good practices.

Protecting Minority Rights: A practical guide to developing comprehensive anti-discrimination legislation
The Guide is the first ever guidance by the United Nations on laws which states must enact to meet their international human rights law obligations to prohibit discrimination. It was developed by the Office of the High Commission for Human Rights in partnership with Equal Rights Trust and in consultation with academic and civil society experts, including Equinet. The guide provides an interpretation of all related normative content, as well as concrete practices and guidance, with a dedicated chapter on Equality Bodies.

A comparative analysis of non-discrimination law and gender equality law in Europe
The European network of legal experts in gender equality and non-discrimination has published two comparative analyses of non-discrimination law and of gender equality law. They provide an overview of non-discrimination and gender equality legislation in Europe in 2022, including the latest important legal developments at the national level, such as case law and legislative amendments.

ILGA World launched a database that collects information on laws, human rights bodies, advocacy opportunities, and news related to sexual orientation, gender identity and expression, and sex characteristics issues worldwide.The knowledge on the database can be accessed through one of its six areas or by jurisdiction.

A high-level conference on institutional protection of fundamental rights in times of crises will take place in Lund from 20 to 21 April. It will provide a forum to discuss how structures to protect fundamental rights in the European Union can be made more robust and resilient in times of crises. The event to explore what can we learn from crises, past and present, and how can we best move forward.

VISIT EVENT SITE

The European Union is founded on the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights. These values are common to the Member States in a society in which pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail.

Member States have undertaken to guarantee the rights and freedoms enshrined in the Charter of Fundamental Rights of the European Union for all people within their jurisdiction and to ensure that human rights and fundamental freedoms are universal, indivisible, interdependent and interrelated.

Unpredictable crises and developments, such as the Covid-19 pandemic and Russia’s war of aggression against Ukraine, as well as events related to climate change, can severely affect the lives of people and communities in the European Union and worldwide.

Member States must anticipate and be prepared to address such crises. In this context, robust and resilient structures for the protection of fundamental rights are key. There is clear evidence that countries where human rights are respected and protected are less prone to conflict or crises and have increased resilience to withstand unexpected crises.

The event is organised by the Swedish Presidency of the Council of the European Union in cooperation with the European Union Agency for Fundamental Rights (FRA).

Bürgerbeauftragte fordert intensive Befassung mit den ersten Erkenntnissen der MEGAVO Studie

Die MEGAVO Studie bietet eine extrem hilfreiche Datengrundlage, um die Führungspraxis und das Arbeitsklima in der Polizei Baden-Württemberg zu verbessern.

 

Die Polizei Baden-Württemberg hat in den letzten Jahren zwar zahlreiche Maßnahmen umgesetzt, um ihre Führungskultur zu verbessern. Allerdings häufen sich die Beschwerden über autoritäre Führungskräfte, fehlende Transparenz und mangelnde Kommunikation. Mitarbeiterinnen und Mitarbeiter berichten von Mobbing, Diskriminierung und einem ungesunden Arbeitsklima.

Deshalb ist es umso wichtiger, dass, obwohl Baden-Württemberg nicht an der Studie teilgenommen hat, die Erkenntnisse des nun vorliegenden Zwischenberichts der Studie „Motivation, Einstellung und Gewalt im Alltag von Polizeivollzugsbeamten“ genau analysiert werden und Eingang in die Führungspraxis der Polizei Baden-Württemberg finden.

Der Zwischenbericht der MEGAVO Studie, stellt die Menschen die im Polizeidienst arbeiten in den Mittelpunkt der Forschung. Herausgehoben werden im Rahmen der Studie Negativerfahrungen, der Mitarbeitende der Polizei im Dienst ausgesetzt sind – auch im Innenverhältnis. Ebenso werden tagtägliche Belastungsfaktoren in den Blick genommen. „Als maßgeblich für das Wohlbefinden der Polizistinnen und Polizisten im Dienst, werden verschiedene Maßnahmen genannt, die auch jetzt schon in Baden-Württemberg umgesetzt werden können“, so Beate Böhlen.

„Eine moderne und zeitgemäße Führungskultur, die geprägt ist von Respekt, Offenheit und Vertrauen, muss endlich umgesetzt werden, um eine positive Arbeitsatmosphäre für die Polizistinnen und Polizisten im Land zu schaffen und letztendlich auch die Sicherheit der Bürgerinnen und Bürger zu gewährleisten.“ betont die Bürgerbeauftragte.

Nach der Absage des Hauptpersonalrats zur Teilnahme an der MEGAVO Studie, setzt das Innenministerium jetzt auf eigene Erhebungen. Die Idee einer Langzeitstudie mit Auszubildenden der Polizei, die Arbeitsbelastung der Polizistinnen und Polizisten im Land zu erforschen, ist sicher kein adäquater Ersatz. Die Ergebnisse der im Februar veröffentlichten PULS Studie der Universität Ulm, bietet hier schon deutlich bessere und umfassendere Erkenntnisse, auf denen man ergänzend mit der MEGAVO Studie aufbauen kann.

In Zukunft darf es nicht wieder vorkommen, dass die Chance auf umfassende und, für Baden-Württemberg, so wichtige Erkenntnisse verpasst wird.

La Asociación de Vecinos de Tamaimo pide un servicio sanitario permanente

El colectivo se reunió con el Diputado del Común, al que le trasladó también la necesidad de contar con una carretera que enlace con el anillo insular

 

La Asociación de Vecinos “La Paz”, de Tamaimo, en Santiago del Teide, se reunió con el Diputado del Común, Rafael Yanes, para trasladarle la necesidad de contar con un médico de urgencias en el municipio para cubrir el turno de noche y fines de semana. La presidenta de la Asociación, Amelia Barrios, denuncia que “hace más de un año presentamos a la Administración un escrito denunciando este tema y aún no tenemos respuesta”.

Barrios señala que en ese escrito pedía que “se habilite, aprovechando las instalaciones del Centro Médico, un Punto de Atención Continuada que preste servicio después de las 8 de la tarde”. Además, añadió que “el Centro más cercano es el de Guía de Isora, pero la carretera dificulta el llegar, provocando que muchas de las urgencias tengan que ir más despacio por el estado de las carreteras”.

Asimismo, la Asociación solicitó al director insular de carreteras del Cabildo de Tenerife estudiar la posibilidad de unir el pueblo con el anillo insular, para lo que “se comprometió a poner un dinero para hacer el estudio y tampoco tenemos respuesta, no sabemos si se ha hecho o no”. Según trasladaron a Yanes, “el punto de atención continuada y la carretera son necesarios para el municipio”.

El Diputado del Común, Rafael Yanes, se comprometió a trasladar la petición de información del punto de atención continuada al Servicio Canario de Salud y al Cabildo Insular de Tenerife sobre el estado en el que se encuentra el estudio de la carretera de acceso directo al anillo insular.

La situazione sanitaria negli istituti penitenziari delle Marche

I dati salienti nel terso focus del Garante regionale Giancarlo Giulianelli. Preoccupa l’alto numero di patologie di tipo psichiatrico. Numerosi anche gli atti di autolesionismo

Terzo focus del Garante regionale, Giancarlo Giulianelli, questa volta dedicato alla situazione sanitaria negli istituti penitenziari marchigiani. “Una problematica molto complessa – come spiega lo stesso Garante – che crea inevitabili ripercussioni sull’intero sistema. Nel corso del tempo le patologie hanno subito una sostanziale modifica, ma a questo non è seguita un’inversione di rotta per quanto riguarda gli interventi da mettere in atto, il potenziamento delle figure sanitarie e l’individuazione di nuove professionalità, la rivisitazione dei luoghi non più idonei per affrontare la situazione. Ovviamente si tratta di interventi non facili da concretizzarsi e che richiedono una convergenza d’intenti a più livelli istituzionali”.

Quelle che destano maggiore preoccupazione sono le patologie di tipo psichiatrico, che riguarderebbero, con riferimento ai dati del 2022, 174 detenuti a Villa Fastiggi di Pesaro, 95 a Montacuto, 32 a Barcaglione, 18 a Marino del Tronto e 8 a Fermo.

“Gli istituti – prosegue il Garante – fanno fatica a sostenere questo stato di cose. Eiste una struttura deputata ad affrontare il problema psichiatrico, ma da sola la Rems di Macerata Feltria, per altro con una ventina di posti a disposizione, non può soddisfare le esigenze del momento attuale”.

Tornando ai dati, risultano numerosi anche gli atti di autolesionismo e i tentati suicidi con 12 a Villa Fastiggi, 16 a Montacuto, 21 a Marino del Tronto, che annovera anche due tentativi portati a compimento.

Sempre alto il numero delle tossicodipendenze, non indifferenti i casi di epatite C e Hiv e si registrano ancora alcuni casi di positività al Covid.

Secondo Giulianelli “da questo quadro si evince la necessità che chi di competenza metta in campo azioni decise e che le istituzioni nel loro insieme prestino una nuova attenzione, anche nelle Marche, alla realtà carceraria”.
