Since July 2012 the Austrian Ombudsman Board, together with its six expert commissions, has a legal constitutional mandate for protecting human rights as a “National Preventive Mechanism” (NPM). This mandate is based on two significant legal instruments of the United Nations: The first instrument is the UN Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) and the second instrument is the UN Convention on the Rights of Persons with Disabilities (CRPD).
The AOB is obliged to annually report and inform the SPT about its work under the OPCAT mandate. The report on the prevention of torture 2015 gives an account of the activities of the Austrian National Preventive Mechanism. Only in this year the AOB and its commissions carried out 501 missions, out of which 445 institutions and 56 police operations were monitored. In total, the NPM has visited 1575 Institutions between 2012 and 2015. The Human Rights Advisory Council, who supports the Austrian Ombudsman Board as an advisory body, provided valuable assistance in this context.

The Parliamentary Ombudsman, Mr Anthony C. Mifsud, presented the Office of the Ombudsman’s Annual Report for 2015 to the President of the House of Representatives, the Hon. Anglu Farrugia.
For the Office of the Ombudsman, 2015 in many ways was a momentous year. It was the 20th Anniversary of the institution and the year in which major structural works to provide new, modern offices were completed.
As expected, for the second consecutive year, the Office of the Ombudsman experienced an increase in the complaints received. In 2015, the Office of the Ombudsman handled 611 cases, an overall increase of 13.5% over 2014. This follows a 9% increase in complaints in 2014. This can be attributed to a number of outreach initiatives carried out during the year under review.
The 2015 Annual Report also highlights the initiatives taken by the Parliamentary Ombudsman and the Commissioners in their role as defenders of the citizens’ rights.

El Justicia de Aragón, Fernando García Vicente, se desplazará este miércoles, 13 de julio a Huesca para recibir personalmente a las personas interesadas en plantear una queja o consulta. Con este fin, la oficina móvil del Justicia se instalará en la oficina delegada, situada en la Plaza de Cervantes, número 2.
Las personas interesadas en concertar una entrevista con el Justicia deben llamar al teléfono gratuito 900 210 210.
Con esta visita, Fernando García Vicente, continúa la iniciativa que comenzó en 2010 con el objetivo de acercar la Institución a los aragoneses y facilitarles la presentación de sus quejas y consultas. Desde entonces, alrededor de 640 personas le han planteado al Justicia sus preocupaciones, quejas y consultas.
El Justicia mantendrá un encuentro con los medios de comunicación interesados a las 12.00 horas en la sede de la oficina delegada.

Assistenzhunde, zu denen Blindenführ-, Service- und Signalhunde zählen, sollen laut Bundesbehindertengesetz zum Zweck der Erweiterung der Selbstbestimmung und Teilhabe von Menschen mit Behinderung in allen Lebensbereichen eingesetzt werden. Daher benötigen Personen, die von ihrem Assistenzhund begleitet werden, insbesondere auch freien Zugang zu Dienstleistungen.
Die Volksanwaltschaft stellte fest, dass es in der bundesweit geltenden „Betriebsordnung für den nichtlinienmäßigen Personenverkehr“ keine speziellen Regelungen für Assistenzhunde gibt. Tiere, die „bösartig“ oder „beschmutzt“ sind, können aber nach dieser Verordnung von der Beförderung in Taxis ausgeschlossen werden. Ebenso Hunde, die keinen Maulkorb tragen.
