On 21 January, FRA took part at a conference on border management in Vilnius.

The conference brought together Interior Ministers of EU Member States, Schengen Associated Countries, as well as representatives from the European Commission and EU Agencies.
 

FRA raised the need to ensure that any measures to protect the EU’s external borders must fully respect fundamental rights and international law. The Agency further noted the need for national or EU mechanisms to regularly monitor the impact of measures on fundamental rights.
 

The Interior Ministries of Austria, Greece, Lithuania and Poland organised the event.

Vor dem Hintergrund der aktuellen Vorwürfe von sexueller Gewalt innerhalb der Landespolizei Baden-Württemberg starten die Bürgerbeauftragte des Landes Baden-Württemberg und die Gewerkschaft der Polizei eine intensive Zusammenarbeit: Ab sofort steht eine kooperierte Anlaufstelle für Betroffene zur Verfügung, die ein niederschwellig erreichbares Hilfsangebot für alle Beschäftigten der Polizei Baden-Württemberg bietet, die sich mit sexueller Gewalt oder sexueller Belästigung konfrontiert sehen.

Eberdingen/Stuttgart – Die GdP und die Bürgerbeauftragte sind sich einig: Mögliche Fälle von sexueller Gewalt und sexueller Belästigung innerhalb der Landespolizei müssen rückhaltlos aufgeklärt werden. Betroffene benötigen niederschwellig erreichbare und vor allem externe Anlaufstellen und Hilfsangebote. Die internen Anlaufstellen des Innenministeriums allein reichen nicht aus, da sie sich innerhalb des hierarchischen Geflechts der Landespolizei befinden. Eine Kooperation von GdP und Bürgerbeauftragter soll nun schnell und unbürokratisch Abhilfe schaffen.

The Landeshauptmann von Wien (Head of Government of the Province of Vienna, Austria) refused the application by a Kazakh national for the renewal of his long-term residence permit – as an EU resident – on the ground that, during the 5 years preceding that application, he had been present in the territory of the European Union for only a few days per year, with the result that he had to be regarded as being absent from the territory during that period, which entailed the loss of that status.


The Verwaltungsgericht (Administrative Court, Vienna), before which the person concerned challenged that decision, requested the Court of Justice to interpret the directive on the status of long-term resident third-country nationals. 1 That directive provides that the long-term resident loses that status in the event of ‘absence’ from the territory of the European Union for a period of 12 consecutive months.
